    Shift Schedule: Monday-Friday: 8AM-4PMHours Per Week: 35

    General Responsibilities:

    Manages and directs the daily operations of two of JASA’s Far Rockaway properties, totaling 664 units. Includes the rental process, reporting to and interacting with HUD and other regulatory agencies, ensuring the cleanliness, and maintenance of the buildings and grounds. Also responsible for recruitment, training, development and overall supervision of the management and 1199 union staff.

    Specific Duties and Responsibilities:

    Managerial:

    • Recruits, hires, trains, evaluates, disciplines and terminates employment of the related housing company employees in the Far Rockaway District.
    • Holds regular staff meetings to reinforce the implementation of JASA policies, procedures, as well as goals, objectives and operating standards. Provides motivation and communicates regularly as needed.
    • Provides guidance, mentorship,, and development opportunities to Managing Superintendents to effectively supervise, coordinate and support front line staff.
    • Reviews and approves Brookdale Village staff payroll and other personnel documents for submission to the central office.
    • Coordinate staff training that encourages professional and empathetic interactions between staff and the elderly residents.

    Operations:

    • Coordinates and oversees all compliance and administrative operations to ensure that management office functions are carried out professionally and efficiently – including but not limited to ensuring timely submission of vouchers and monthly reports to government agencies, the accurate completion of annual and interim recertifications, the recommendation of eviction proceedings, and movement of tenants in/out of the properties.
    • Coordinates and oversees all maintenance and physical operations with the Managing Superintendents to ensure that the value and integrity of the properties are maintained at all times.
    • Identifies, collaborates, and implements capital improvement projects with the Director of Facility Management to ensure the optimal operation of the physical assets in the portfolio.
    • Conducts regular quality assurance checks of buildings, grounds and maintenance operations, including a biweekly walkthrough to grade general appearance

    Compliance:

    • Oversees compliance and leasing activity and administers program requirements to ensure that all related housing companies are in compliance with local, state and federal rules and regulations.
    • Conducts regular quality assurance checks and audits of compliance activity, and provides guidance to the staff as needed.
    • Oversees preparation for and represents the managing agent (JHM) at agency audits and inspections.
    • Implements corrective action plans and prepares responses for all management and occupancy review reports in a timely manner.

    Financial:

    • Reviews and analyzes monthly financial reports; identifies potentially problematic trends, including aged receivables and vacancy rates; keeps Director of Housing Operations abreast of variances in operating expenditures and receivables.
    • Contributes and makes recommendations in the preparation of the annual housing company budgets and administers approved budgets at the site level.
    • Reviews and develops systems to minimize expenditures and maximize cash flow for the properties.
    • Reviews and approves/declines daily purchase orders, confirming correct GL codes are being used, and expenses are in line with budgetary guidelines.

    Resident Relations:

    • Trains and directs staff to provide optimal customer service by responding to resident queries in a timely, efficient and courteous manner.
    • Designs and promotes resident retention programs; including holding quarterly resident meetings, hosting an annual garden box lottery,and hosting/contributing to resident social events.
    • Timely responds to resident inquiries on behalf of the owner via one-on-one or group meetings, emails, written notices, or telephone calls.

    Other Duties:

    • Serves as liaison and coordinates communication involving transactions and activities between staff and the JASA central office.
    • Maintains positive and cooperative working relationship with vendors, agency representatives, local political liaisons, central office staff and other JASA divisions.
    • Available 24 hours a day/ seven days a week to promptly respond to emergencies as needed and to coordinate appropriate responses to ensure tenant and staff safety. Notifies the senior leadership team immediately of detriment to the properties, and personal injuries to residents, staff, and/or visitors.
    • Provides assistance and support in carrying out special projects as assigned by the senior leadership team and/or JASA Executives.
    • Performs other related tasks as requested or assigned.

    Requirements:

    • BA/BS or equivalent experience preferred.
    • Five or more years of property management experience in a supervisory capacity.
    • Industry recognized certifications in occupancy and management (i.e. AHM, COS, CPM, RAM, or ARM), or ability to obtain within 90-days of start date.
    • Supervisory experience in the property management industry, with strong supervisory and personnel management.
    • Experience with local unions is preferred.
    • Must be computer literate, and willing to learn program-specific software.
    • Must be proficient in Microsoft Office and Google Workspace with knowledge of property management/accounting software from industry recognized (i.e. RealPage, YARDI).
    • Must be able to effectively communicate with all levels of management including corporate staff, officers and designees, plus government agencies, residents and community liaisons.
    • Problem solving skills, financial management and knowledge of maintenance operations are helpful.
    • Excellent customer service and leadership abilities.
    • Must be able to communicate in English, both verbally and written.
