About the Organization
The California Domestic Workers Coalition (CDWC), a fiscally-sponsored project of Center for Empowered Politics Education Fund, is a coalition of grassroots domestic worker organizations and their supporters from the labor, faith, domestic employer, women and other grassroots communities, who are working to advance the rights of domestic workers. In California, there are approximately 300,000 domestic workers. We have come together as a statewide network to build the leadership and political power of domestic workers and to ensure that statewide laws and agencies protect domestic workers. Finally, we work to inspire all Californians to uphold the dignity of domestic workers inside and outside of our homes.
Position Overview
The Operations Manager reports to the Deputy Director of Organizational Development and is responsible for strengthening internal operations, hiring and onboarding systems, and organizational infrastructure that supports CDWC’s staff, programs, and coalition priorities. This role serves as a key operational and talent partner to leadership by coordinating hiring processes, supporting employee lifecycle systems, managing operational workflows, overseeing and supervising logistics to ensure all events and activities of the coalition run smoothly, efficiently, and in alignment with CDWC’s values, and ensuring strong administrative and compliance structures.

Supervision & Management
- Participate in the recruitment, hiring, and onboarding processes of new operations and logistics staff, ensuring alignment with organizational values and operational needs.
- Supervise and support Logistics and Operations Coordinators to operationalize CDWC’s values in all events, mobilizations, training, retreats, and coalition activities, ensuring smooth execution and adherence to established standards and protocols.
- Establish regular check-ins with staff to review progress on work plans, provide feedback, and collaboratively set goals and priorities.
- Serve as a resource and guide for staff across the organization, supporting both day-to-day operational tasks and the achievement of short- and long-term professional and personal development goals.
- Partner with the DDOD to design and document performance governance structures (roles, decision rights, review cadence, escalation pathways).
- Maintain performance governance documentation, including frameworks, templates, workflows, and accountability maps.
- Track adherence to agreed-upon performance management processes across teams.
- Identify implementation gaps and escalate trends or risks to DDOD.
- Collaborate with other supervisors in the Management Circle to steward the organization, which includes:
- Participating in agenda creation and preparation for Management Circle meetings, ensuring key operational, programmatic, and talent priorities are addressed.
- Facilitating or co-facilitating discussions to surface operational challenges, brainstorm solutions, and coordinate cross-departmental initiatives.
- Supporting collective decision-making on staffing, resource allocation, and organizational priorities.
- Aligning management strategies with coalition values and equity-centered practices, modeling accountability, transparency, and collaboration for all staff.
Talent Acquisition & Staffing Operations
- Manage full-cycle recruitment coordination including job posting, candidate tracking, scheduling interviews, and onboarding logistics.
- Partner with hiring managers and leadership to develop equitable and inclusive recruitment strategies that align with CDWC values and workforce needs.
- Maintain hiring timelines, applicant tracking systems, and recruitment documentation to ensure compliance and transparency.
- Support development of job descriptions, interview tools, evaluation rubrics, and hiring protocols.
- Coordinate candidate communications and provide a welcoming, values-aligned candidate experience.
- Collaborate with fiscal sponsor HR partners and backend operational vendors to ensure compliance with employment regulations and hiring procedures.
- Track recruitment metrics and provide analysis to strengthen hiring effectiveness, diversity goals, and staffing planning.
- Support onboarding processes including orientation coordination, training logistics, and onboarding materials.
Organizational Operations & Systems Management
- Coordinate operational logistics for staff meetings, retreats, training, and internal planning spaces, overseeing and supervising these internal logistics as well as logistics for all coalition-related events, training, mobilizations, and activities, ensuring alignment with established standards, protocols, and procedures.
- Maintain centralized tracking systems for goal management and evaluation deadlines.
- Partner with Finance and Operations to align performance metrics with organizational priorities and contract reporting where relevant.
- Maintain organizational calendars, project management tools, and workflow tracking systems.
- Manage vendor coordination and operational contracts in partnership with leadership.
- Support staff with administrative systems including technology platforms, document management, and operational troubleshooting.
- Maintain internal operations manuals and process documentation.
- Serve as first-line support for managers on process questions (timelines, templates, compliance requirements).
- Reinforce governance standards and expectations in Management Circle meetings.
Human Resources & Staff Experience Support
- Support employee lifecycle processes including onboarding, offboarding, performance cycle coordination, and professional development tracking.
- Coordinate staff training and learning opportunities aligned with organizational competency development.
- Maintain staff records and ensure compliance with RS/HR policies and labor regulations.
- Serve as a liaison between CDWC staff and fiscal sponsor HR and operational teams.
Financial & Administrative Coordination
- Partner/Collaborate with leadership and fiscal sponsors to shape operational planning and resource allocation, ensuring workflows, staffing, and talent capacity are aligned to support coalition priorities.
- Partner with the Deputy Director of Organizational Development (DDOD) in advancing workforce planning strategy by supporting talent forecasting, staffing projections, and capacity modeling to ensure alignment between organizational priorities, financial planning, and long-term sustainability.
- Oversee organizational systems for tracking operational expenses, invoices, reimbursements, and vendor payments, ensuring accuracy, compliance, and efficiency. Delegate and supervise administrative processing and logistics tasks as appropriate.
- Identify operational risks, inefficiencies, and resource gaps and implement process improvements to strengthen financial and administrative infrastructure.
Fiscal & HR Administrative Operations
- Coordinate payroll-related communications between staff and fiscal sponsor
- Relaying payroll questions, timekeeping corrections, and documentation requests
- Supporting onboarding and offboarding payroll processing steps
- Ensuring stipend and reimbursement documentation is complete and submitted accurately
- Monitor and support timesheet compliance across staff:
- Track timely submission of timesheets
- Follow up with staff and supervisors regarding missing or incomplete entries
- Ensure alignment with non-exempt overtime requirements and union considerations
- Maintain organized timekeeping records for audit readiness
- Support HR compliance documentation processes including:
- New hire documentation tracking (I-9, W-4, direct deposit forms, etc.)
- Benefits enrollment coordination
- Workers’ compensation or leave-related paperwork routing
- Maintaining secure personnel documentation systems
- Assist in maintaining compliance calendars related to labor law postings, required trainings, and reporting deadlines in coordination with fiscal sponsor guidance.
- Escalate complex or sensitive HR matters to Deputy Director of Organizational Development while ensuring timely administrative follow-through.
Governance & Coalition Support
- Provide operational and logistical support for Steering Committee, Directors’ Circle, and internal leadership meetings.
- Support preparation of meeting materials, note taking, and follow-up task tracking.
- Oversee/supervise travel, scheduling, and logistics for coalition events and convenings.
- Assist with conflict resolution and internal communication processes by supporting facilitation logistics and documentation when needed.
Required Qualifications
- Bilingual English/Spanish is strongly preferred.
- Strong organizational and project management skills with ability to manage multiple priorities and deadlines.
- Demonstrated experience coordinating talent acquisition or recruitment processes.

Preferred Qualifications
- Minimum 7 years of experience in nonprofit operations, HR coordination, or administrative leadership.
- Experience supporting recruitment, hiring, or workforce development processes.
- Experience working within coalition, labor, or grassroots movement organizations preferred.
- Familiarity working with fiscal sponsorship structures and vendor-based HR systems preferred.
- Experience using project management and HR information systems (Asana, Culture Amp, 15-Five, Visio, ADP).

Work Environment / Physical Demands
This is a hybrid-remote position based in California, with regular visits to CDWC office locations in Oakland and San Francisco and periodic statewide travel. Candidates do not need to be located in the Bay Area or Los Angeles. As the Coalition continues expanding its work in Los Angeles County, candidates based in the region are strongly encouraged to apply. Able to work on a computer, including sitting at a desk for extended periods of time, with or without reasonable accommodation; manual dexterity to operate a keyboard; able to read a computer screen and printed materials with or without vision aids; able to speak clearly and audibly on the phone and in person and be understood by others; able to hear and understand speech, including on the phone; able to understand and follow oral and written instructions. Must be able to stretch, bend, kneel, twist, squat, reach above or below the shoulder, push, grasp, and lift up to 48 pounds. Able to walk, drive, write, stand, and sit.
Employment Terms
- This is a full-time position. This position is 40 hours per week. This position has an estimated salary range of $78,000 – $88,000, commensurate with experience and qualifications, which is approximately $37.50 – $42.30 per hour, based on a full-time, 40-hour workweek. This range is aligned with regional nonprofit operations leadership benchmarks and reflects the scope, responsibility, and oversight required for this role.
