    Maryland Department of Labor, Division of Labor and Industry (DLI), is currently accepting applications from qualified candidates for a Communications and Outreach Coordinator (Administrative Officer II).

    The DLI team is passionate about our mission of protecting and promoting workplace rights and the health and safety of workers and the public. The Communications and Outreach Coordinator is a key role for the Division. Reporting directly to the Commissioner and partnering closely with each of our Division’s units (Wage and Labor Standards, Occupational Safety and Health, Public Safety and Building Codes), this position is designed to handle a broad range of external and internal communications needs.

    This position serves as the point of contact for the Division of Labor and Industry for public-facing communications, with responsibilities including development of written, graphic and electronic (website) materials, coordination of outreach activities, communication with stakeholders, and planning and undertaking public-facing communication activities that promote the Division's mission of protecting and promoting workplace rights and the health and safety of workers and the public.

    Duties:

    • Develops and executes external communications initiatives for the Division of Labor and Industry, including by identifying opportunities to further programmatic objectives through webinars, presentations and meetings (both virtual and in-person); written and graphic content, including e-distributed bulletins, web postings, forms, guidance, marketing materials, and other public-facing materials; social media, including public service campaigns; and maintaining and building contacts database(s) to facilitate communication with key constituencies for all units. Regularly uses applications such as PowerPoint, Canva, Google Slides, Google Docs, Adobe, Gov Delivery, and Zoom (webinar version) to develop, share, and finalize content.
    • Works with Commissioner and programs to create content, format, and produce materials in all media (e.g., written, video, graphic), including short videos, briefing materials, press statements, and talking points; and internal staff communications (such as newsletters). Collaborates with the Office of the Secretary to respond to media inquiries regarding Division activities.
    • Monitors and maintains Division website, overseeing the development and (in collaboration with Office of Information Technology Webmaster) updating of web content as needed, and ensuring information is accurate and posted in a timely manner. Ensures accessibility of web-based content.
    • Logs, tracks, and monitors Maryland Public Information Act requests and responses.
    • Collaborates with Division units, management, and staff, and with Office of the Secretary as needed, to develop and produce content as appropriate, and schedule and moderate informational events, such as webinars.
    • Performs other duties as assigned by management.

    Minimum Qualifications:

    Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

    Experience: Two years of administrative staff or professional work.

    Notes:

    1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
    2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
    3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

    Desired or Preferred Qualifications:

    Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

    • One year of professional experience in communications, public relations, marketing, or media relations, including experience developing and executing external communications initiatives for a public or private organization.
    • Professional experience developing written and visual communications content for websites, social media platforms, articles, speeches, or other digital communications materials.
    • Experience using social media management tools and digital design or editing platforms (e.g., Hootsuite, Sprout, Canva, Photoshop, or InDesign) to develop and distribute communications materials across major social media platforms such as Instagram, LinkedIn, Facebook, or X.
    • Ability to speak and write fluent Spanish.

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

    SPECIAL REQUIREMENTS

    All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
