    An Overview

    This position reports to the Department of Community and Human Services’ (DCHS) Deputy Director. The incumbent will be responsible for performing a full range of administrative and management tasks associated with the Department’s primary and ancillary grant making processes. This work involves the development and implementation of methods and procedures that promote effective and efficient grant-making practices and relationship building with internal and external stakeholders. An incumbent in this class will also work collaboratively across the Department and provide technical assistance to staff pursuing external funding opportunities to include proposal development, and ensuring compliance with pre-award, award and post-award terms and conditions. Performance of this work requires initiative, the exercise of independent judgment, and the ability to handle multiple assignments without sacrificing quality and adherence to deadlines under minimal supervision.

    What You Should Bring

    We are seeking to hire an individual who has comprehensive knowledge of and experience with grant-making and management; thorough knowledge of community and human services principles and practices and the non-profit ecosystem; ability to establish and maintain effective working relationships with City officials, employees, community partners and the public; ability to write clear and persuasive reports and to speak effectively and work in a collaborative environment. Must be able to organize and prioritize work, be proactive, take initiative, resolve problems, follow through, work with diverse teams, and simultaneously manage multiple projects, ensure that goals are met in a timely manner and handle confidential information with integrity. Demonstrated proficiency with data-based systems, grant-making platforms, Microsoft Office Suite, particularly Excel, PowerPoint and Word and basic knowledge grantmaking software systems and SharePoint environment. Ability to research, analyze, and make sound policy and procedural decisions and recommendations. Thorough knowledge of the practices, principles and processes of grant making, management, monitoring and writing, administration of community and human service and related programs; Strong knowledge of local, State and Federal laws, ordinances and requirements affecting human services and non-profit management; Ability to readily acquire such knowledge; ability to obtain data from credible sources and incorporate such information into effective program and planning activities; proficient in the use analytics to query and report data in support the Department mission and goals; ability to evaluate community-based and human service programs; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

    Examples of Duties:

    • Coordination of the Department human services grants program to include: research and data gathering that informs the establishment of grant cycle funding priorities, assistance with the formulation and updating of grant award terms and conditions, development of the Notices of Funding Availability, Request for Grant Proposals guidelines, tracking grant proposal submissions, staffing the community review process, preparing the funding recommendations report for the City Manager and City Council approval, coordinating the development and execution of grant agreements, monitoring grantee compliance and performance to include site visits, approving grant payments and managing the online application and reporting system to include building and publishing templates; and troubleshooting technical problems with the support of the grant making platform vendor.
    • Supporting the Department’s Cooperative Grant making process, including providing auxiliary support to designated lead staff and assisting with the development of scopes of work, monitoring and compliance.
    • Liaise with the Offices of the City Attorney and Internal Audit to ensure that the Department’s grantmaking processes meet legal, audit and other requirements.
    • Build and maintain strategic relationships with internal and external stakeholders including human services grantees, Cooperative Grant Agreement sub-awardees, Department and City staff.
    • Collaborate with the Department Outcome and Performance Coordinator and assist with the development dashboards, reports and other data analyses delineating impact, performance outcomes and results.
    • Research and maintain a database of external funding opportunities and consult with the Department’s leadership team to determine alignment with the Department’s mission, values and priorities.
    • Prepare reports, memoranda, and other correspondence to include visuals, charts and graphic/ infographics.
    • Maintain knowledge and conducts research on current grant-making information and best practices.
    • Performs related work as required.

More than 650 DCHS employees provide services through three direct service centers. The Center for Adult Services provides programs and services in Aging, Adult Protective Services, Clinical & Emergency Behavioral Health Services, and Community & Residential Support Services for persons with mental illnesses, intellectual disabilities, and substance use disorders. The Center for Children and Families provides programs and services for Behavioral Health, Domestic Violence & Sexual Assault, Child Welfare and Child Protective Services, Early Childhood, and Youth Development. The Center for Economic Support provides programs and services for Public Benefits, Homelessness Prevention, and Employment and Training.     Minimum & Additional Requirements

    Four-Year Degree; Considerable experience in a position involving public administration, program planning and evaluation, and the forecasting of budget and other program/departmental needs; and completion of college level courses in public administration, accounting, and management practices; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

    Preferred Qualifications

    Master's Degree in a related field with demonstrated experience relevant to the Essential Knowledge, Skills and Abilities outlined above; graduate-level courses in a related field: Four-year college degree with five years of experience as a grants administrator, manager or comparable experience directly or indirectly in the community and human services field; At least one year of experience in collecting, analyzing, interpreting and preparing data; At least three years of working with relational database systems and producing data visualizations; At least three years of direct and related experience in these areas.

    Notes

    This position requires the successful completion of pre-employment background checks including but not limited to: FBI/Federal Records Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; education/certifications; and driver’s license. The work hours will be determined upon offer of employment based on program needs.
