The Homeless Action Center (HAC) is a community-based legal services program founded in 1990 to provide legal services to people who are homeless in Alameda County. HAC’s specialty is public benefits advocacy, with a focus on Social Security disability benefits and a goal of stabilizing and increasing clients’ income so that they can obtain sustainable housing and health care. Employing a client-centered model and harm reduction framework, HAC’s staff work closely with other legal and social services programs to assist clients in meeting their emergency and longer-term needs during the process of obtaining benefits. HAC is looking to hire a Mail Clerk to work primarily in our Oakland office.
ESSENTIAL DUTIES & RESPONSIBILITIES:
The duties and responsibilities for the Mail Clerk position is a combination of outreach and problem-solving, including but not limited to:
Managing Mail: As a law office, we receive a significant amount of mail that needs to be handled with great care. Additionally, we offer a mail service to our current and former clients without a more stable mailing address. Further, as a service to the broader community, we accept and securely distribute any mail that we recognize as vital deliveries, including identity documents, EBT/bank cards, and checks.
- Sort, process, and distribute mail for staff sent to our West Oakland office, including opening staff mail to identify hearing and decision notices, scanning hearings and decisions notices as part of our dual calendaring system, and scanning mail to colleagues who are working remotely.
- Calendar hearings and deadlines for administrative appeals in collaboration with other staff.
- Sort and file mail for client mail services, including referencing our client database, filing client mail, and maintaining our system of secure mail and packages for clients and members of our client community.
- Communicate with governmental agencies and delivery services to return unclaimed mail, resolve issues with mail delivery, and submit withdrawals of representation for closed cases.
- Organize our client mail system and maintain accurate records in our database about client mail services. Routinely return unclaimed mail and check the accuracy of secure mail logs.
Providing drop in services: Our drop-in clinics, Mon-Thurs 1pm-5pm, provide legal services, information and referrals, mail services, and handle other inquiries from the community.
- Four afternoons per week, will be stationed at the front desk area with a manager of the day and an advocate/attorney to provide drop in services.
- Distribute mail to clients during drop in services. Verify identity of mail recipients and record receipt of packages and secure mail.
- Greet clients and guests in a friendly, polite manner. Offer water and snacks, help to determine whether the guest has an assigned representative or may need a drop in consultation. Maintain professionalism and respect for clients even when they are upset, inappropriate, or angry.
- Stock supplies in our front desk area including hospitality items for our clients and guests, forms, flyers and brochures. Monitor stock of front desk supplies and coordinate supply orders with our Facilities Coordinator and Outreach Administrative Assistant.
- Help to maintain the general cleanliness of the front desk and client waiting/meeting areas.
Other Tasks:
- Respond to requests for administrative tasks by checking messages shared with our managers of the day.
- Opportunities to be involved in client services, including participating in tabling events and outreach.
- Other duties as assigned and depending on interest.
QUALIFICATIONS:

WORK ENVIRONMENT:

- Contact with clients who may have behavioral and psychiatric problems including shouting, use of profanity and inappropriate behavioral choices.
- Supervision: assigned duties according to specified procedures and receive detailed instructions. Work is reviewed frequently. The employee performs a variety of routine work within established policies and procedures, and receives instructions on assignments, new policies, or projects.
- Our offices have open spaces and thus can be loud and chaotic. While we are a working law office, the layout, as well as the nature of our work, can mean that it is louder than a “typical” office space.
- We have animals – cats and dogs – in our offices.
- This position requires interacting with people living in homeless encampments. Encampments may be especially chaotic, and may have debris, drug paraphernalia, rodents, and other possible hazards.
- May include contact with clients with mental health issues who demonstrate behaviors such as use of profanity, shouting, running away, self-harm and violence.
- Occasional need to interact with clients that may be expressing anger both appropriately and inappropriately.
- The worker is occasionally exposed to perfume or scents in personal care products used by employees, clients, and visitors.
- The worker is occasionally exposed to cleaning products.
SALARY & BENEFITS:
- Starting salary commensurate with experience, starting at $68,186 per year. Salary scale is examined at least annually. This is a full-time salaried exempt position with regular working hours from 9am-5pm, Monday through Friday with a 1-hour unpaid lunch from 12pm-1pm.
- Employer paid insurance: health, vision, and dental, as well as $150,000 basic term life insurance and AD&D policy, long-term disability insurance and employee assistance program. Coverage includes 100% employer paid medical, dental and vision insurance premiums for employee and dependent spouse/domestic partner or children; when adding spouse/domestic partner and children, 100% of the child premiums and 50% of the spouse/domestic partner premiums are paid by HAC. Additional optional life insurance, short-term disability, accident, and critical illness plans available.
- Optional Flexible Spending Account (FSA) for healthcare or dependent care available.
- 50% Subsidy for Commuter Check program.
- Student Loan Repayment Assistance Program (LRAP) in the amount of $200 subsidy per month for all staff who have student loans, regardless of salary or loan amount.
- 403(b) account available with employer contribution of up to 4% of annual salary.
- Generous vacation, holiday and sick time.
HAC is a unionized workplace and members of the bargaining unit are represented by the Engineers and Scientists of California Local 20, IFPTE. This position is part of the bargaining unit.
