Position Overview
This position represents an exciting opportunity to be part of The Welcoming Center's expansion into the Scranton region, where we are establishing our organizational presence for the first time after more than two decades of impact in the Philadelphia area. As one of TWC's first representatives in Scranton, the Program Manager will play a foundational role in introducing the organization to the local immigrant-serving ecosystem — building trust, fostering relationships, and demonstrating our values through every interaction with community members, partners, and stakeholders. Strong communication and relationship-building skills are therefore essential not just to program success, but to the broader work of establishing TWC as a credible and collaborative presence in the region. As our Scranton-based work grows, this role also carries meaningful potential for expanded leadership and management responsibility across programs.
The ILI Program Manager leads the implementation and delivery of the Immigrant Leadership Institute (ILI) program. This role is responsible for managing program operations, overseeing training sessions, guiding participant engagement, and directing the development and implementation of community action projects.
The Program Manager works in close partnership with program leadership to ensure high-quality program delivery, alignment with organizational goals, and meaningful participant outcomes. This role leads outreach and relationship-building with community partners to expand program participation and support the successful implementation of participant-led action projects.
The Program Manager serves as The Welcoming Center’s primary representative in Scranton, building community relationships, contributing to program strategy, and ensuring strong program operations, evaluation, and long-term impact.
Essential Functions& Responsibilities

Program Facilitation and Participant Engagement
- Lead and oversee ILI training sessions and learning activities, ensuring alignment with program goals and participant needs.
- Guide participants in developing and implementing actionable strategies for community action projects.
- Ensure participants have access to experiential opportunities and resources that strengthen leadership development and community engagement.
- Foster and maintain a welcoming and collaborative learning environment that encourages participation and peer learning.
Program Coordination and Logistics
- Manage program logistics and operations including scheduling sessions, preparing materials, and ensuring all resources are available for program activities.
- Oversee the planning and implementation of training sessions, workshops, information sessions, and program events.
- Manage participant recruitment, intake and cohort coordination.
- Ensure accurate and organized program documentation and records of program activities.
Community Action Project Support
- Oversee the planning and execution of participant-led community action projects.
- Ensure teams have access to the necessary resources, volunteers, and materials needed to successfully carry out their projects.
- Monitor project timelines, progress, and outcomes.
Community Engagement and Partner Relationships
- Lead the development and management of community partnerships to support program participation and collaboration.
- Lead outreach efforts to community organizations, and stakeholders.
- Facilitate collaboration with partners to support community action projects.
- Plan and lead community information sessions and outreach events to increase awareness of the program.
- Serve as the primary organizational representative in Scranton, building trust and visibility for The Welcoming Center.
Program Documentation, Data Collection, and Evaluation
- Oversee program data collection and documentation.
- Manage program evaluation processes, including surveys and focus groups to gather participant feedback.
- Prepare reports for leadership, funders, and stakeholders.
- Ensure accuracy, confidentiality, and integrity of program data.
- Analyze program data and use insights to inform program improvements and strategic decisions.
Intern and Resource Coordination
- Supervise and support program interns, volunteers, and future staff.
- Manage program resources and materials to ensure effective program delivery.
Program Strategy and Organizational Leadership
- Contribute to program strategy and decision-making in partnership with the Community Leadership team.
- Adapt program implementation to the Scranton context while maintaining alignment with organizational goals.
- Identify opportunities for program growth, partnerships, and increased community impact.
- Manage program budget in coordination with leadership, including tracking expenses and aligning with funding requirements.
Program Improvement and Best Practices
- Stay informed and apply best practices in community leadership development, immigrant integration, and participatory training models.
- Lead continuous improvement efforts using participant feedback and evaluation data.
Other Responsibilities
- Represent the program at community meetings, events, or partner engagements as needed.
- Participate in program staff meetings and cross-program collaboration.
- Participate in evening or occasional weekend programming as required(up to two evenings per month).
Position Requirements
- Bachelor’s degree in social sciences, education, community development, public administration, or related field, or equivalent professional experience.
- 3 - 5 years of experience in program management, community engagement, , or related field.
- Demonstrated experience managing programs, projects, or teams (staff or volunteers). Ability to work with diverse groups of people from varied cultural and linguistic backgrounds.
- Experience with budget tracking or program oversight preferred.
- Strong organizational and time management skills with the ability to manage multiple priorities and remote coordination with teams in Philadelphia
- Excellent interpersonal and communication skills.
- Experience facilitating group discussions, training, or workshops.
- Proficiency with Microsoft Office Suite and familiarity with CRM or data-tracking systems.
Preferred Education & Attributes
- Lived experience in migration, immigrant communities, or community organizing.
- Experience supporting community-based programs or leadership development initiatives.
- Experience conducting outreach and building partnerships with community organizations.
- Familiarity with immigrant integration, social inclusion, and community leadership development.
- Second language strongly preferred (Spanish, French, Mandarin, Arabic, or other languages commonly spoken in immigrant communities).
Work Environment
This position operates in a professional office and community-based environment and routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.
The work environment is dynamic and community-facing and may require travel to partner organizations or program sites and occasional visits to TWC offices in Philadelphia.
Physical Requirements
- Prolonged periods of sitting and working at a computer.
- Ability to lift up to 5–10 pounds, as needed.
- Standing or walking for extended periods during events or program activities.
- Occasional travel to community locations or partner sites.
Compensation& Benefits
The salary range for this full-time position is $50,000 - $55,000, commensurate with experience and aligned with organizational guidelines.
