Job Description

This transportation planning position will be located in DVRPC’s Office of Transit, Bicycle, and Pedestrian Planning (OTBP) with projects spread across the office’s portfolio of work. Staff in OTBP oversee programs and planning studies that use integrated approaches that often include research, design, and analysis. The office also focuses on the safe integration of transit and active transportation modes with one another within their community and development context, informed by engagement with the public and our partners. OTBP’s major ongoing work includes projects through DVRPC’s tactical urbanism support and travel demand management programs, support for the City of Trenton with technical assistance to implement Complete Streets and Vision Zero, and planning and technical analysis to advance SEPTA programs and goals.

Typical project tasks include finding patterns in transportation and demographic data, collaborating with regional stakeholders, and preparing reports that summarize study findings in a clear and concise manner using creative design, mapping, and illustration. This work benefits from the ability to think analytically, visually, and spatially. It requires a strong interest in multimodal transportation and competence with design software. For this position, we are also looking for interest and/or experience in communications strategy and messaging; public participation, outreach, and engagement; and in building and maintaining relationships with traditional and non-traditional stakeholders.

Work is performed in accordance with broadly defined objectives and professional standards with the opportunity for independent judgment, subject to administrative and technical review by supervisory planner(s) during progress and upon completion. This position is based in DVRPC’s Philadelphia office with a hybrid work schedule that includes occasional travel throughout the DVRPC region for meetings and field visits.

Responsibilities

• Perform technical analyses and develop concept design plans.
• Prepare reports and memos summarizing findings and recommendations, including text, tabulations, maps, charts, and other appropriate graphics.
• Present findings and conclusions to a steering committee, technical advisory committee, and the general public, as appropriate.
• Support ongoing public outreach and engagement activities and events necessary for planning, design, and implementation.
• Identify and apply for project implementation funds, as appropriate.
• Represent DVRPC and OTBP at internal and external meetings including presenting technical analyses and reports.
• Assist in the analysis and evaluation of proposals, including station area and access studies, bicycle and pedestrian facilities and networks, and proposals for new or improved public transit services.
• Provide technical assistance to member governments, consultants, and the public.
• Perform related planning work as required.
• Work in project teams on various planning and research projects, create or lead public activities, and prepare reports.

Qualifications

• Considerable knowledge of the principles, practices, and objectives of transportation and regional planning.
• Knowledge of, and proven interest in, transit, bicycle, and pedestrian issues, planning methods, and facility design.
• Experience with, or interest in, innovative approaches to transportation data analysis and visualization and concept design, with the ability to explain methods and results in approachable and usable ways.
• Ability to present recommendations effectively in oral, written, and graphic form, including the demonstrated ability to write well and with high attention to detail.
• Ability to create clear and concise visual elements and materials using design software, including mapping and illustration work.
• Competency with various software including the Adobe Creative Suite, ArcGIS, and Microsoft Office.
• Experience in public participation, public outreach, facilitation, and/or communications.
• Experience managing projects, steering committees, and/or task forces, especially projects or committees that include public participation.
• Ability to work with, and facilitate dialogue among, a varied group of stakeholders.
• Ability to establish and maintain effective working relationships with colleagues, partners, planning officials, community organizations, and the public.
• Ability to problem solve, work, and complete assignments independently and with a team.
• Ability to manage multiple tasks and meet deadlines.
• Ability to focus on details and possession of strong organizational skills.

Experience & Training

To be classified as an RA II requires a minimum of three years of professional experience in transportation, city/regional planning, and/or through such training as may have been gained through graduation from a four-year college/university, with major course work in a planning-related discipline applicable to transportation. A Master’s degree can be substituted for one year of experience.
