National CAPACD seeks a People Operations Manager to play a critical role in managing the people operations and administrative human resources (HR) functions for our growing and talented staff.

National CAPACD seeks a People Operations Manager to play a critical role in managing the people operations and administrative human resources (HR) functions for our growing staff of over twenty-seven people. This candidate will drive projects with a people-first approach that fosters trust, inclusion, growth, and development for all. They will serve as an HR subject matter expert for the organization and will support staff in the areas of employee relations and the overall candidate and employee experience from recruiting to hiring to off-boarding. The Manager ensures that benefits, payroll, and other aspects of the human resources infrastructure operate with both exceptional accuracy and a strong people-centered approach.

The ideal candidate has a passion for people, the ability to work cross-functionally with many individuals and teams, the knowledge to support leadership on topics related to employee relations, and the proficiency to manage multiple projects with competing deadlines simultaneously. The Manager will be a core part of helping the People Operations team manage, scale, and improve upon our organizational culture to ensure that National CAPACD continues to be a great place to work.

This is a full-time, exempt position based remotely in the United States. The People Operations Manager reports directly to the Chief Finance and Operations Officer (CFOO). The Manager will also work closely with the Director of People and Culture to ensure that our people operations’ processes, procedures, and initiatives incorporate our Diversity, Equity, Inclusion, and Belonging (DEIB) framework and reflect National CAPACD’s core values.

Roles and Responsibilities Include:

  • Recruiting, onboarding and off-boarding:
  • Coordinate and manage inclusive recruitment strategies and processes, including providing support on writing and editing job descriptions; sourcing and screening candidates; supporting hiring leads to create interview questions, check references, and make hiring decisions; and training interviewers;
  • In partnership with the Director of People and Culture, build an informative, comprehensive, and people-centric onboarding and orientation process that considers modern best practices for remote staff;
  • Manage the off-boarding process, including terminating departing employees in payroll, benefits, and technology platforms; collecting equipment; and conducting exit interviews;
  • Coordinate the onboarding and off-boarding for organization-wide internship program;
  • Staff development and retention:
  • Partner with the CFOO and Director of People and Culture to identify, design, and deploy tools to gauge staff engagement and satisfaction, communicate results, and recommend strategies to address challenges;
  • Support supervisors with annual performance evaluation and goal-setting processes with their staff;
  • Maintain a list of and suggest professional growth and development opportunities to staff; support the design and delivery of training programs of core skills for National CAPACD’s work;
  • Cultivate and maintain a positive organizational culture through staff recognition of birthdays and work anniversaries;
  • Payroll and benefits:
  • Manage the day-to-day support for staff with inquiries regarding payroll, benefits, and other employment issues, ensuring that all staff receive helpful, courteous, and responsive customer service addressing their questions, concerns, and needs;
  • Serve as a system administrator and liaison to ADP TotalSource, the organization’s professional employment organization (PEO)/human resources information system (HRIS);
  • Manage, assess, and improve upon employee benefits;
  • Coordinate open enrollment, including working with the CFOO and the benefits broker to review current benefits and any proposed changes, communicating with staff about benefit options and open enrollment deadlines, and tracking enrollment elections;
  • Manage leaves of absence, workers’ compensation, and unemployment insurance;
  • Support the CFOO and external accountant to ensure payroll is processed accurately and on time;
  • Policy development, compliance, and reporting:
  • Update, communicate, and maintain legally compliant Personnel Policy Manual aligned with National CAPACD’s values and culture;
  • Review and modify organizational policies and practices to ensure compliance with federal, state, and local employment laws, regulations, and best practices;
  • Support the CFOO with the resolution of employee relations concerns and employment compliance issues, escalating to CEO and/or board as needed;
  • Maintain accurate and up-to-date HR files in compliance with legal and auditing requirements and ensure confidentiality of sensitive information;
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in HR, talent management, and employment law;
  • Support leadership in implementing National CAPACD’s diversity, equity, inclusion, and belonging (DEIB) plan to build a thriving team with various backgrounds and strengths.

Other Functions and Responsibilities:

  • May lead or join cross-functional teams to solve complex organizational issues;
  • Assist with National CAPACD events, including our biannual Building CAPACD Convention;
  • Other duties as assigned.

Required Qualifications:

  • At least 5 years of experience in multiple HR functional areas, which may include compensation, benefits, leave administration, recruiting, job descriptions, onboarding, employee relations, performance management, DEIB, culture building, and federal and state laws;
  • Commitment to National CAPACD’s mission and working knowledge of the needs of low-income, immigrant, Limited English Proficient (LEP), Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) communities;
  • Excellent interpersonal and communication skills necessary to build relationships and collaborate in a diverse and dynamic team environment;
  • Ability to navigate sensitive, emotional, and/or difficult situations with empathy;
  • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies; proactive in keeping abreast of current and changing HR trends and practices;
  • Ability to maintain a high level of confidentiality and professionalism; excellent judgment and impeccable integrity;
  • Excellent organizational skills, including the ability to prioritize workload, meticulous attention to detail, and demonstrated success at managing time and meeting deadlines;
  • Demonstrated computer competency;
  • Must be a team player with demonstrated ability to work well in a highly collaborative environment.

Desired Qualifications:

  • Professional HR certification (SHRM-SCP, SHRM-CP, SPHR, PHR, or PHR-CA);
  • Knowledge of California state employment laws;
  • Knowledge of employment laws and regulations relevant to non-profit organizations;
  • Experience with HRIS systems;
  • Experience and training in conflict management and/or mediation.

Essential Physical Requirements:

  • The person in this position must be able to communicate via phone, including conference and video calls, as well as written communication, such as Slack and email;
  • This position requires the ability to remain in a stationary position to operate a computer (and other office productivity machinery) and manual dexterity to operate a keyboard for extended periods of time;
  • This position requires the ability to occasionally lift objects weighing up to 10 pounds;
  • This position requires the ability to travel domestically with overnight stays. Travel may involve transportation via airplane, car travel, or trains.

Work Environment:

National CAPACD is a primarily remote office environment, with a headquarters office in Washington, DC, and a satellite office in Oakland, CA. This candidate should be prepared to either work from home or at one of our offices.

The People Operations Manager must be able to travel domestically with overnight stays, at a minimum of 4-5 times per year. This position requires the ability to work Monday through Friday, and may require some nights and weekends work when traveling or for events.
