    Descrição

    The Executive Director is responsible for all oversight, planning and financial accountability of the Cities Consortium’s employment and job training programs consistent with the federal Workforce Innovation Opportunity Act (WIOA). In addition, Executive Director is responsible for workforce services contracts with the County of Los Angeles. The incoming Executive Director should demonstrate outstanding leadership and management skills to run a multifaced organization and work strategically and collaboratively with the Consortium’s Board of Directors and Consortium staff.

    Essential Duties: (Performs functions that may include but are not limited to the following):

    • Act as the chief executive officer for the organization responsible for developing, implementing and overseeing all program operations, plans and strategies. This includes managing and directing the day-to-day operations of the Consortium.
    • Develop and manage efforts to secure diverse and sustainable funds to support the agency as well as its workforce programs.
    • Oversee the execution and administration of federal, state, county and other contract-funded programs in compliance with governing laws, regulations and policies and assure compliance in all respects.
    • Work proactively and collaboratively with partner agencies, such as the County of Los Angeles, in the planning, implementation and delivery of workforce services.
    • Build and maintain effective working relationships with a wide variety of community and governmental agencies, employers, businesses and other groups in providing workforce services.
    • Oversee and participate in the management of accounting and financial affairs, including budget development, procurement and related fiscal monitoring and reporting and grant development. Ensure appropriate control and use of funds and provide necessary reporting of responsible fiscal management to the Board.
    • Able to administer and manage multiple contracts and financial agreements while adhering to strict federal, state and county guidelines.
    • Able to analyze and recommend solutions to the Board.
    • Oversee and/or participate in establishing necessary records, preparing reports, and insuring record and program compliance with the Workforce Innovation Opportunity Act and directives of the County of Los Angeles Workforce Investment Board as well as regulations of other contract-funded programs.
    • Oversee and/or perform all personnel related functions, including recruitment, hiring and termination, training, supervision, evaluation, staff development, motivation, leadership, conflict resolution and assignments of all staff.
    • Oversee the preparation and management of grant proposals.
    • Attend Consortium Board meetings and oversee preparation of Board agendas.
    • Attend meetings with various stakeholders, including those related to workforce development; engage private, public and non-profit agencies as necessary.
    • Work with staff to manage and carry out Board policies.
    • Represent the Consortium at state, local and regional meetings and conferences.
    • Perform other duties as assigned by the Board.

    Qualifications:

    • Extensive experience in employment and training program administration, including program planning an evaluation, contract negotiations and experience managing contracts and/or grants.
    • Supervisory experience and solid financial/budgeting skills.
    • Ability to communicate effectively both verbally and in writing.
    • Knowledge of and/or experience working with the Workforce Innovation and Opportunity Act.
    • Consensus builder able to build trust and strong partnerships among stakeholders.
    • Knowledge of and/or experience with organizational policies and procedures related to personnel, budgeting and purchasing.
    • Ability to establish and maintain effective working relationships with Consortium staff as well as elected officials, government entities, private industry and general public.
    • Dedicated and customer-service oriented.
    • Candidates who possess bi-lingual Spanish speaking skills will be highly valued.
    • A bachelors degree in business, public administration or closely related field is preferred; a proven rack record related experience may be considered in lieu of a degree.
