Care Provider Division Director

SEIU Local 503 is a dynamic and growing union. Over the last 20 years we have tripled in size and are now the largest union in Oregon. Our union represents public employees including state, local and higher education workers and long-term care workers including homecare, nursing home, and facility-based workers. Our work to lift standards for working people has changed the lives of our members and Oregonians as a whole. We recently settled the best state, higher ed, homecare, and nursing home contracts in the country through a strategy that fuses member political action, policy and budget work, and deep member organizing. We are looking for someone to join our Public Services leadership team and help drive the work of raising standards for workers across Oregon.

General Description:

The Care Provider Division Director leads multi-faceted campaigns that integrate member organizing, policy work, bargaining, and electoral and legislative efforts. This position supervises Coordinators and internal organizers, drives effective statewide field organizing operations, and contributes to strategic planning and policy implementation impacting the Union’s internal field program.

Essential Functions & Responsibilities:

Organizational Strategy & Program Development

• • Develop and implement Local 503’s organizing vision, strategy, and program to build power for homecare workers statewide.
  • Create effective, efficient, and user-friendly systems to support all program areas.
  • Collaborate with the Deputy Executive Director to set and monitor organizing metrics aligned with organizational goals.
  • Lead organizing teams working directly with members.
  • Foster a leadership culture that centers multi-racial, working-class, and rural workers.
  • Design and facilitate trainings, events, and gatherings that advance base-building and power-building.
  • Partner with the Senior Leadership Team and Board of Directors to coordinate base-building, campaigns, and communication strategies.
  • Work closely with homecare member leadership to implement vision, strategy, and program.

Member & Staff Advocacy

• • Coordinate with the Member Assistance Center to ensure responsive support to homecare members’ needs and concerns.
  • Collaborate with member leadership to assess member needs and advocate effectively.
  • Support the Carewell SEIU 503 Trusts by serving on the Trust Board and coordinating with Trust staff.
  • Collaborate with the Political Director, research staff, and others to advance policy and political work for homecare workers.
  • Work with the Organizing Director and Deputy Executive Director to expand the union by organizing non-union care workers.
  • Lead engagement with the Oregon Homecare Commission and the Department of Human Services to advocate for members.
  • Lead bargaining campaign in coordination with member leaders and relevant staff.

Staff Leadership & Management

• • Recruit, hire, train, and retain a strong, diverse organizing team.
  • Ensure staff have clear goals and understand expectations for success.
  • Provide regular coaching, feedback, and support to help staff excel.
  • Monitor progress toward goals, troubleshoot challenges, and manage performance using progressive discipline as needed.
  • Foster a collaborative and inclusive team culture where all staff feel valued and included.

Organizational Leadership

• • As part of the Senior Leadership Team, help shape the organization’s strategic agenda.
  • Represent Local 503 with coalition partners, media, and other key stakeholders.
  • Demonstrate commitment to addressing the historical and contemporary challenges of organizing across race and class.
  • Model the organization’s values and contribute to a positive, equity-centered culture.
  • Lead with racial equity and inclusion at the core of all work.
  • Commit to continuous learning and support learning across the organization.

Qualifications:

• Demonstrated commitment and track record of building multiracial, multilingual member leadership.
• Experience driving multi-faceted campaigns that include field, political, research, and policy components.
• Experience leading, coaching, and motivating organizing staff and building high-functioning teams.
• Strong written and verbal communication skills.
• Strong planning and time management skills; ability to prioritize and develop work plans with minimal supervision.
• Ability to work long and irregular hours as needed, including nights and weekends.

Working Environment:

• Requires occasional lifting and exertion for short periods

Office and field work involving travel to areas represented throughout the state and in a variety of environmental situations. The workweek is Monday through Friday plus weekend work when specifically assigned. The workday may begin before and extend beyond normal office hours depending on the demands of the assignment.

Pay and Benefits:

Director positions provide comprehensive fully paid health, dental and vision benefits for employee and eligible dependents, domestic partner benefits, generous holiday and vacation policies, a monthly car and cell phone allowance, and a 15% employer-paid defined contribution 401K. Compensation range is based on experience $106,476 - $138,180 annually.
