    Position Overview:

    The Senior Data Manager, Justice & Opportunity supports research, data analysis, data management and reporting for UWNYC’s Justice & Opportunity unit. This role supports the implementation of criminal justice initiatives within the Justice & Opportunity unit, as UWNYC partners with the Mayor’s Office of Neighborhood Safety to administer a significant portfolio of justice and neighborhood safety initiatives. In addition to coordinating with ONS and other UWNYC program partners the Senior Data Manager will manage programmatic data, including but not limited to, individual-level data (e.g., referrals, outreach, program participation, program-level outcomes, etc.), data on subcontractor performance, and data on capacity building efforts.

    The Senior Data Manager’s responsibilities will include: (a) managing data collection, systems, and storage to ensure data availability, security, and integrity; (b) conducting research and analysis to support evaluation of initiatives within the Justice & Opportunity unit; (c) developing analyses, presentations, and reports to support strategic decision-making across the unit and within UWNYC.

    Primary Responsibilities:

    Manage data collection, systems, and storage to ensure data availability, security, and integrity:

    • Develop a data collection framework and approach, including defining performance measures, data sources, and creating data collection tools in alignment with the Results-Based Accountability approach.
    • In partnership with the UWNYC Information Technology team, develop and maintain data systems and processes to capture quantitative and qualitative data to track progress.
    • Conduct data cleaning and quality control to remove errors and ensure data integrity.
    • Collaborate with legal team to support development of data sharing agreements with external partners; provide support to external partners to share data securely and in accordance with the agreements.
    • Ensure that data is stored securely on UWNYC’s servers, and that proper procedures are in place to comply with regulations concerning confidential data.
    • Develop and monitor performance and quality improvement plans to identify needed improvements to data collection systems and reports.
    • Manage relationships with external data providers to ensure timely access to relevant data.
    • Co-facilitate Data Quality Trainings on a regular basis with CBO partners.
    • Drive the work with External consultants to ensure compliance with scope as it relates to their work as Lead Data Analyst.
    • Participate on the internal Data in Service of Equity team to strengthen UWNYC’s data practices, adopt Results-Based Accountability, and ensure that data and evaluation practices integrate equity principles.
    • Lead the process in ensuring that the CSS and Care4 speak with the AED and work with consultants to ensure that information flows back and forth between the systems.
    • Act as liaison between CBOs and BTH, and Model Developers to troubleshoot issues that arise with the AED.
    • With data consultant, co-lead the AED integration project to ensure one AED for all of Atlas

    Conduct research & analysis to support evaluation of initiatives within the Justice & Opportunity Unit:

    • Analyze qualitative and quantitative data to provide regular insights about the outcomes of UWNYC’s Justice & Opportunity initiatives.
    • Analyze capacity building assessments and support the evaluation of our capacity building efforts with community-based organizations in partnership with the J&) team.
    • Work closely with the Justice & Opportunity teams to track progress across multiple streams of work and report insights to UWNYC staff and key external stakeholders
    • Draw on existing research and community data resources to assess and report on community-level criminal justice and public safety data across NYC neighborhoods.
    • Analyze results to document which strategies worked and for whom; research bright spots to identify which approaches demonstrate potential for meaningful systems level change.

    Develop analyses, presentations, and reports to support strategic decision-making across the Justice & Opportunity unit and within UWNYC:

    • Create regular reports, dashboards, and data visualizations that communicate insights from data analysis on UWNYC’s justice initiatives and capacity building efforts.
    • Elevate key themes from qualitative and quantitative data analyses, identify trends, and deliver data-informed recommendations about opportunities for improvement.
    • Facilitate rapid cycle learning opportunities for UWNYC and its external partners to use data and insights for decision-making.
    • Gather and prepare materials from across the organization for quarterly dashboard creation and data reviews.
    • Collaborate with other data professionals to extract data figures and create reports based on their findings.
    • Monitor key performance indicators (KPI’s) to determine program success.
    • Engage key external stakeholders, such as ONS, the NYC Criminal Justice Agency, and capacity-building providers, in using relevant data and insights for decision-making.
    • Facilitate internal data reviews with J&O (Justice & Opportunity) leadership to ensure that both CBO (Community Based Organization) data and data on J&O’s impact are part of driving decisions within the Atlas FFT and Atlas Hope scopes of work.
    • Lead monthly data discussions with the Atlas CBO partners to ensure program compliance to both KPI’s and the goals and mission of Atlas
    • Represent the Justice and Opportunity team on internal UWNYC initiatives focused on improving the use of data to help improve society.

    Secondary Responsibilities:

    Skills, Knowledge, and Experience:

    • A Bachelor’s degree in computer science or related field required.
    • A minimum of five (5) years of related experience in data analysis or management.
    • Knowledge of modern databases and IT technologies.
    • Ability to decipher and organize large amounts of data.
    • Excellent communication skills to translate data using non-technical terms.
    • Experience dealing with private and sensitive organizational information.
    • Experience with SAS, SPSS and/or Power BI
    • Experience working with multiple stakeholders and collaborators gathering and publishing data results.
    • Experience communicating complex data using presentation platforms.
    • Understanding of criminal justice system, stakeholders, agencies, and providers; context within New York City preferred.

    Salary Range:

    • The final determination of salary, within this range, will depend on the candidate’s education, skills and experience required for the position.
