Description
The Georgia Conservation Voters family of organizations includes Georgia Conservation Voters, Inc., Georgia Conservation Voters Education Fund, and Georgia Conservation Voters Action Fund. The Georgia Conservation Voters' (GCV) mission is to advocate for public policies that advance a more just and sustainable future, campaign for candidates prioritizing climate and environmental justice, and hold elected officials accountable for their actions and votes. The Georgia Conservation Voters Education Fund (GCVEF) mobilizes Georgians to advance climate and environmental justice through education, advocacy, and other forms of civic engagement. The Georgia Conservation Voters Action Fund (GCVAF) campaigns for climate champions. These complementary organizations hold Georgia legislators and policymakers accountable for their actions on climate and environmental justice.
The Legislative Director leads Georgia Conservation Voters’ year-round state and local legislative advocacy to advance clean energy, environmental justice, and democracy priorities. This role serves as the lead strategist and campaign manager for GCV’s legislative agenda, responsible for proactively advancing policy goals through a coordinated inside–outside strategy that integrates direct lobbying, grassroots pressure, coalition advocacy, and aligned electoral influence. The Legislative Director is accountable for legislative campaign strategy, execution, and outcomes, working closely with coalition partners, policymakers, and internal teams to advance priority policies. This role reports to the Executive Director and coordinates closely with the Elections Director, Communications team, and external partners.
Core Responsibilities
Legislative Campaign Strategy & Management
- Lead the design, execution, and management of multi-issue legislative campaigns, including priority bills, regulatory fights, and policy reform packages.
- Develop and oversee legislative campaign plans with clear goals, timelines, targets, and success metrics.
- Track progress against campaign benchmarks and adjust strategy and tactics throughout the legislative cycle.
- Serve as the primary decision-maker for legislative campaign direction, in coordination with the Executive Director.
Direct & Grassroots Lobbying
- Lead both direct lobbying and indirect (grassroots) lobbying efforts, including legislator meetings, coalition advocacy, constituent mobilization, and public pressure campaigns.
- Build and maintain relationships with state legislators, legislative staff, regulators, and relevant local officials.
- Provide strategic direction on pressure tactics to influence policymakers, including grassroots activation, earned media coordination, public events, and partner engagement.
- Ensure all lobbying activities comply with state and federal law and GCV firewall and compliance policies.
Legislative Session Leadership & Rapid Response
- Lead rapid response strategy during legislative session, including vote tracking, real-time lobbying adjustments, and escalation of pressure at key decision points.
- Coordinate with internal teams and coalition partners to respond quickly to amendments, procedural changes, and shifting political dynamics during the session.
- Maintain situational awareness of legislative movement and risks across priority issue areas.
State & Local Policy Leadership
- Lead state and local policy advocacy aligned with GCV’s legislative priorities, including engagement with municipal officials and local decision-makers.
- Support the development of local policy toolkits and local advocacy strategies that reinforce statewide legislative goals.
- Coordinate local and state advocacy efforts to maximize impact and policy alignment.
Coalition Leadership & External Partnerships
- Convene and lead legislative coalitions and working groups, including the GREAT Group and issue-specific partner tables.
- Align partner strategy, messaging, and tactics to advance shared legislative goals.
- Represent GCV in coalition meetings, policy briefings, and advocacy convenings.
Coordination with Elections & Communications
- Coordinate closely with the Elections Director to align legislative priorities with endorsement strategies and coordinated political work, ensuring electoral activity reinforces long-term policy objectives.
- Provide strategic input on legislative messaging and narrative priorities in collaboration with the Communications team to support earned media, digital communications, and coalition alignment.
- Maintain clear boundaries consistent with firewall requirements between legislative advocacy and electoral activity.
Management & Internal Collaboration
- Manage and support assigned staff and contractors (e.g., Policy Manager, contract lobbyists).
- Collaborate with the Executive Director and senior staff to align legislative strategy with organizational goals.
- Contribute to planning, reporting, and internal coordination related to legislative priorities.
