About ROC USA
ROC USA is a national nonprofit social enterprise and certified Community Development Financial Institution (CDFI) that works to preserve and expand affordable homeownership in manufactured home communities across the United States. Residents in these communities typically own their homes but not the land beneath them—and despite the term “mobile homes,” these homes are rarely mobile. When communities are sold, often to private equity investors, new owners can raise lot rents or redevelop the land, putting residents at risk of displacement and stripping away hard-earned wealth.
ROC USA and our Network of nine Certified Technical Assistance Providers (CTAPs) exist to change this dynamic. Through the resident-owned community (ROC) model, we support residents so they can collectively purchase their communities and govern them as cooperatives. This ensures that the value generated in the community stays with residents—supporting affordability, reinvestment, stability, and long-term wealth building for low- and moderate-income homeowners.
ROC USA and our Network have supported the creation of 359 ROCs (or “resident owned communities”) across 22 states, preserving over 24,400 homes as affordable for households at or below 80% AMI and enabling ROCs to access $1B in community financing. To support the success of ROCs nationwide, we provide training, tools, and peer learning for CTAPs, pre- and post-purchase technical assistance for every ROC either directly or through the CTAPs, and community financing to ROCs through our CDFI.
Position Overview
ROC USA has been awarded $38.1 million through HUD’s Preservation and Reinvestment Initiative for Community Enhancement (PRICE) program to preserve and revitalize manufactured housing communities nationwide. With a 40-year track record of empowering residents to own the land beneath their homes and a network of more than 359 cooperatives across 22 states, ROC USA is uniquely positioned to put this funding to work. We are looking for a dedicated program leader to make it happen.
We are hiring a Program Director or Manager (commensurate with experience) to lead the administration of ROC USA’s PRICE grant from the U.S. Department of Housing and Urban Development. This role involves managing the PRICE grant and assisting in applying for future PRICE grants, ensuring compliance with PRICE funding requirements, and overseeing the proper use and reporting of PRICE funds. This person will work closely with various stakeholders, including HUD, partner organizations, and internal teams, to advance the organization’s mission through the PRICE program, both as a grantee and passthrough entity.
The Position is dedicated to the administration of the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) program issued by the U.S. Department of Housing and Urban Development. This program appropriates $235 million in competitive grant funding for the preservation and revitalization of manufactured housing and manufactured housing communities (MHCs). ROC USA was awarded $38.1M to fund projects focused on:
- Improvement of MHC Infrastructure. Critical to the health and safety of residents and the community, ROCs will complete long overdue infrastructure activities by addressing water quality, untreated sewage and septic discharge, and electrical hazards.
- Expansion of Homeownership and Sustainable Growth through Infill. Implement infill activities in ROCs to create new affordable homes.
- Preservation of MHCs and Homeownership. To increase the stock of long-term affordable manufactured housing by supporting residents in MHCs to buy the land beneath their homes to form a ROC. This would expand ROC USA’s portfolio in early-stage and new states.
Building upon our longstanding success, ROC USA and its partners will achieve the PRICE Fund’s mission to preserve and expand affordable manufactured housing for at least 1,000 homeowners. This position will also lead ROC USA’s partnerships with the State of Kentucky and City of Tucson, AZ to support PRICE funded Resident Owned Communities.

What You’ll Do
A. Strategic Leadership. Own the end-to-end administration of the PRICE grant, standing up compliant systems for a program built on HOME and CDBG requirements. Serve as the organization’s in-house federal compliance lead for PRICE and work with leadership to keep the program aligned with ROC USA’s broader strategic goals.
B. Grant Application and Management. Manage the full lifecycle of ROC USA’s PRICE grant award, from subrecipient agreements through closeout. When HUD opens future PRICE funding rounds, lead the preparation and submission of ROC USA’s application.
C. Program Oversight and Compliance. Keep the program audit-ready at all times. Monitor performance metrics across infrastructure upgrades, infill housing, and community acquisitions to ensure every PRICE-funded project stays on track and in compliance. Coordinate HUD reviews and any required audits.
D. Budget and Financial Management. Build and manage the PRICE program budget in partnership with project owners. Work closely with Finance to track expenditures, ensure draw-downs align with grant guidelines, and deliver accurate reports to HUD on time.
E. Stakeholder Engagement. Cultivate and maintain relationships with HUD, PRICE-funded partners (including the State of Kentucky and City of Tucson, AZ), and local stakeholders. Represent ROC USA at conferences, grantee convenings, and partner meetings. Bridge program staff, finance, and external partners to keep projects moving.
F. Reporting and Evaluation. Prepare and submit all required PRICE program reports to HUD. Keep executive leadership and the Board informed on program milestones, risks, and spending.
Essential Functions:
- Management and Team Development. Build a collaborative, high-performing team culture. Mentor staff on PRICE program requirements and federal grant best practices.
- Grant Administration and Compliance. Ensure the PRICE program is implemented in full accordance with all applicable regulations from program design through closeout. Responsibilities span grant documentation, regulatory adherence, internal audits, disbursement tracking, and preparation of future PRICE applications.
- Vendor and Partner Management. Manage and oversee the work of third-party vendors supporting the organization’s efforts, including subject matter experts, consultants, and technical assistance providers. Establish clear roles, expectations, and performance metrics for vendors, ensuring they are meeting contractual obligations and delivering quality outcomes. Coordinate with subject matter experts and other partners to provide specialized knowledge and insights that enhance program development and execution.
- Long-term Impact and Innovation. Identify lessons learned and operational improvements that strengthen ROC USA’s position for future PRICE funding rounds. Help shape what comes next by contributing to the strategy for ROC USA’s next PRICE application and building institutional knowledge that outlasts this grant cycle.
- Portfolio Management. Coordinate across all three PRICE activity areas—infrastructure, infill, and community acquisition—to keep the program on budget and on schedule. Maintain audit-ready documentation, track performance against grant objectives, and flag risks early so the team can course-correct.
Education and Experience:
- Bachelor’s degree in public administration, finance, nonprofit management, or related field.
- Minimum of 5 years of experience managing federal grants, with at least 3 years working directly with HUD programs (e.g., CDBG, HOME, or similar). Experience with the PRICE program is preferred.
- Strong knowledge of federal program regulations and compliance requirements, particularly HOME & CDBG programs as applicable to the PRICE program.
- Proven experience in budget development, financial reporting, and program oversight.
- Experience in managing complex, multi-component federal grant programs.
- Exceptional communication, interpersonal, and negotiation skills and ability to manage multiple projects and priorities.
Required Skills
- Knowledge of federal regulations in infrastructure financing, management, internal controls, cost allocation plans, and federally negotiated indirect rates, Duplication of Benefits, Fraud, Waste and Abuse compliance and auditing reporting.
- Knowledge of federal regulations in Fair Housing, equity, procurement, accessibility, ADA compliance, green standards, sustainability, section 3, and URA.
- Knowledge of HUD Environmental Review process.
- Previous experience in nonprofit, community-based organizations, or government agency at a local, regional or national level.
Physical Demands:
While performing the duties of this job, the employee is required to use a computer and mobile phone. This position requires moderate travel to ROC USA events, site visits, and other work-related events.
What Else You Should Know
The position is a 40-hour (full-time) per week position and may be remote-based. The salary for this position is dependent on experience with a range between $80,000-$115,000.
