    Job Title:Senior Policy Analyst

    Reports to: Executive Director

    Salary: $80,000

    Full/Part Time: Full Time

    FLSA: Exempt – Salaried

    Organizational Overview

    Founded in 1999, the New York City Alliance Against Sexual Assault’s mission is to prevent sexual violence and reduce the harm it causes through education, research, and advocacy.

    The Alliance works closely with rape crisis programs, victim service providers, hospitals, District Attorney’s Offices, law enforcement, court officials, and leaders across New York City to develop and implement best practices and policies, raise public awareness, and create sustainable change for survivors. Through training, advocacy, and research, the Alliance has been an active force in fighting for recognition of the magnitude of sexual violence in New York City.

    As the organization grows, our reach increasingly extends across New York State, supporting statewide initiatives, partnerships, and survivor-centered systems change.

    Position Overview

    The Senior Policy Analyst advances the Alliance’s policy and advocacy work, with a particular focus on New York City and New York State legislative priorities, government budget analysis, and systems-level reform. This role requires a strong understanding of the New York City and New York State legislative and budget processes, the ability to analyze complex laws and regulations, and a proven track record of advancing policy change through coalition-driven advocacy.

    The Senior Policy Analyst reports to the Executive Director and will oversee policy development, maintain relationships with key stakeholders and government entities, and communicate policy findings clearly to diverse audiences. This position is ideal for a strategic, detail-oriented professional who is deeply committed to survivor-centered policy and prevention.

    Specific responsibilities inherent to the position include:

    Policy Development & Legislative Advocacy

      • Support the development, analysis, and advancement of the Alliance’s budget and legislative agenda in NYC and NYS.
      • Track legislation, regulatory changes, and administrative actions relevant to sexual violence prevention and survivor services.
      • Draft policy briefs, legislative memos, testimony, statements, and advocacy materials for use by staff, coalition partners, and stakeholders.
      • Support strategic advocacy efforts including legislative visits, coalition actions, and engagement with City and State elected officials and agency leadership.

    Budget Analysis & Government Funding Priorities

      • Monitor and analyze NYC and NYS budget cycles.
      • Identify funding opportunities and threats related to sexual violence services, prevention initiatives, and public safety/health systems.
      • Develop and manage internal budget and legislative priority tracking tools for strategic planning.
      • Translate budget information into clear, actionable recommendations for leadership, member organizations, and policymakers.

    Research, Data & Regulatory Analysis

      • Conduct policy and systems research, including analysis of statutes, regulations, agency guidance, and administrative rules.
      • Collaborate with the Research and Data Analyst to identify policy trends and impacts on survivor services, prevention programs, and community-based organizations.
      • Present findings in written and verbal formats, including presentations to coalition partners, policymakers, and community stakeholders.

    Coalition & Stakeholder Engagement

      • Build and maintain relationships with key government entities and personnel, including City Council offices, State legislative staff, Mayor’s Office, and relevant City and State agencies.
      • Convene and support policy working groups and coalition meetings, ensuring inclusive participation and clear outcomes.
      • Represent the Alliance in meetings, hearings, and public forums; serve as a key spokesperson for policy priorities when needed.
      • Coordinate policy strategy with member organizations and allied coalitions to align advocacy goals.

    Additional Responsibilities

      • Track and submit required city and state lobbying reports.
      • Collaborate with the Director of Communications to shape policy content for the Alliance’s social media channels, monthly email digest, and website.
      • Contribute to strategic planning, communications planning, and funder reporting as needed.
      • Provide mentorship and guidance to staff or interns supporting policy research and advocacy.

    Qualifications / Skills

    Required

    • Minimum 5 years of advocacy experience engaging with NYC and/or NYS legislative and budget processes focused on gender-based violence, sexual violence prevention and response, or a related policy issue area.
    • Demonstrated experience analyzing and interpreting laws, regulations, and government policy.
    • Strong knowledge of NYC and NYS government structures, agencies, and legislative bodies.
    • Proven ability to analyze and explain government budgets, public funding streams, and legislative priorities.
    • Excellent writing skills, including the ability to present complex research clearly, concisely, and persuasively.
    • Strong presentation and facilitation skills; ability to communicate effectively with diverse audiences.
    • Commitment to survivor-centered, trauma-informed, and equity-based approaches to policy work.

    Preferred

    • Graduate degree in public policy, political science, social work, or a related field.
    • Experience managing or tracking legislative and budget priorities across multiple jurisdictions (NYC + NYS).
    • Familiarity with public safety, public health, or human services funding streams.
    • Experience working in coalition or membership-based organizations.
    • Knowledge of issues related to sexual violence prevention, survivor services, and gender-based violence advocacy.

    Compensation

    • Compensation for this position is $80,000.

    Working Environment

    The organization operates at a full-hybrid capacity. Staff have access to flexible, hybrid schedules, though in-person meetings and events throughout New York City and New York State will be required. This position may also require occasional travel to Washington DC.
