ABOUT US
Lawyers for Good Government (L4GG) coordinates large-scale pro bono programs and issue advocacy efforts to ensure that all levels of government (national, state, and local) protect human rights and provide equal justice under the law. We believe not only in the establishment and enforcement of equality under the law, but in the creation of social and economic conditions that lead to true equity. We currently run programs in the following areas: immigration, climate change, racial justice, voting rights, government accountability, and responding to emergent legal needs.
L4GG is a fully remote organization with employees distributed across the country. We are in an active period of growth, with a significant number of open roles in recruitment and a comparable hiring volume expected through the remainder of the year and beyond.
ABOUT THE POSITION
STATUS: Full-Time
LOCATION: Remote; location flexible.
The HR Manager is responsible for all human resources functions at L4GG. This is a department-of-one role that requires someone who is highly self-directed, operationally strong, and genuinely invested in the wellbeing of the people they support. Our team is composed of advocates, attorneys, and administrative staff doing meaningful (often urgent) work. This role exists to ensure they are resourced, supported, and that they receive the same level of care they provide to the communities they serve.
The HR Manager will handle all day-to-day HR operations while partnering with a fractional HR Consultant on strategic initiatives and policy development. This role will require close partnership with internal operations teams and the organization’s General Counsel. The work requires sound judgment, excellent communication, and the ability to hold a wide range of priorities without losing sight of organizational goals.
L4GG is a fully remote organization with employees distributed across the country. As a result, multi-state compliance is not a peripheral part of this role; it’s woven into nearly every task from leave administration, accommodation requests, and payroll compliance to broader initiatives like policy development. Candidates must bring demonstrated experience navigating the complexity of a multi-state workforce along with a commitment to staying current as laws and requirements evolve.
Notably, L4GG is in an active period of growth. Full-cycle recruitment and onboarding are a significant and ongoing component of the workload (not a secondary function). We expect the high level of hiring activity to continue as the organization grows in the coming years.

RESPONSIBILITIES:
Recruitment and Onboarding
- Manage full-cycle recruitment across multiple concurrent searches, including drafting and posting job descriptions, coordinating interviews, driving candidate communication, and supporting hiring teams throughout the process.
- Coordinate end-to-end onboarding for all new hires, including digital workspace setup, virtual orientation, new hire documentation, system access, and managerial preparation to ensure a consistent, welcoming, and equitable experience for every new hire.
Payroll & Benefits
- Process bi-weekly and semi-monthly payroll accurately and on-time using Gusto while accounting for multi-state tax and wage law requirements across 19+ states.
- Manage employee expense reimbursement requests and approvals
- Administer employee benefit programs including health/dental/vision insurance, company-paid insurance plans, 403(b) retirement plans, annual open enrollment, and by providing employees the information and support needed to make informed decisions.
Leave Management & Multi-State Compliance
- Administer and manage all leaves of absences (including FMLA and state-specific leave plans, and short term disability) with an understanding that requirements vary significantly across our distributed workforce.
- Manage ADA accommodation requests, including conducting the interactive process and coordinating appropriate accommodations in collaboration with managers and legal counsel (as needed).
- Monitor and maintain compliance with federal, state, and local employment laws across a geographically distributed workforce, including staying current on state-specific regulatory changes.
- Maintain and update HR policies to reflect evolving legal requirements, organizational growth, and best practices in equity and inclusion.
- Manage workers’ compensation process, including intake, coordination with L4GG’s broker, serving as the liaison between employees and their managers, and maintaining required documentation in compliance with applicable state laws across a multi-state workforce.
Employee Relations & Support
- Serve as the primary point of contact for all staff on HR policies, procedures, and concerns while responding with care, consistency, and discretion.
- Support performance management processes and provide guidance to managers on employee reviews, documentation, and professional development.
- Coordinate staff training programs that support ongoing team development and organizational learning.
- Actively support employee engagement and connection initiatives across a fully remote, nationally distributed workforce, contributing ideas and implementation support for efforts that help the team feel connected to one another and L4GG’s mission.
- Handle sensitive employee matters with sound judgement and empathy, adapting communication style and approach to meet the needs of each individual. This includes formal grievances, workplace investigations, involuntary separations, etc.
- Respond to and manage unemployment insurance claims across all applicable states, including timely submission of responses, maintaining accurate separation documentation, and tracking claim outcomes in coordination with Gusto and legal counsel as needed.
HR Administration & Systems
- Maintain accurate, up-to-date employee records in compliance with applicable laws and organizational standards
- Manage and optimize HR tools and digital workflows to support efficient, effective day-to-day operations.
- Integrate diversity, equity, and inclusion principles across all HR functions, policies, and practices.
REQUIREMENTS:
Required Qualifications
- Bachelor’s degree or equivalent practical experience.
- 5-10 years of progressive human resources experience, including the demonstrated ability to manage a full-range of HR functions independently and without significant team support.
- Significant, hands-on experience with multi-state employment law compliance (including FMLA, state-specific leave and wage laws, and ADA accommodation requirements and the interactive process) across a workforce spanning multiple states simultaneously.
- Demonstrated experience managing full-cycle recruitment across multiple concurrent searches.
- Experience processing multi-state payroll and administering employee benefits using Gusto or a comparable HRIS/payroll platform.
- Deep working knowledge of HR best practices across the full range of functions: recruiting, onboarding, leave management, employee relations, benefits, compliance, and performance management.
- Excellent written and verbal communication skills; ability to adapt tone and approach to different individuals and situations, and to handle sensitive matters with discretion and empathy.
- Strong organizational skills and ability to manage competing priorities, meet deadlines, and re-prioritize effectively in a fast-paced, mission-driven environment.
- Self-motivated, independent worker who can operate confidently in a remote environment with limited day-to-day oversight. Proactive by nature with the judgement to know when to escalate to counsel.
- Genuine curiosity and adaptability in the face of new challenges; willingness to research unfamiliar situations and find solutions without a clear roadmap.
- Proficiency with Google Workspace (Docs, Sheets, Drive) and strong overall technology aptitude; willingness to self-direct learning of new tools as needed.

- Reliable home workspace with high-speed internet access.
Desired Qualifications
- Experience working in the non-profit or legal sectors.
- SHRM-CP, PHR, or equivalent HR certification.
- Experience supporting fully remote, distributed teams across many states.
- Experience with any or all of the following digital tools: Airtable, Zapier, Zoom, GrooveHQ, Slack, Gusto, Squarespace, Asana.
