    About the Role

    CHI is commissioning a comprehensive final evaluation of its CHIQUAL IV Project, a four-year initiative supported by the European Commission under the Citizens, Equality, Rights and Values (CERV) Programme.

    CHIQUAL (Child Helplines, Quality, Data and Advocacy) focuses on enhancing the quality of child helplines across Europe, improving data systems, strengthening advocacy efforts, and ensuring alignment with Core Quality Standards (CQS). The project runs from January 2022 to December 2025.

    The evaluation will assess the impact, relevance, effectiveness, efficiency, coherence, and sustainability of the CHIQUAL initiative, providing evidence for accountability to donors and stakeholders and informing future strategic directions.

    Scope of Work

    The consultant(s) will:

    • Conduct a targeted desk review of project documents, including grant agreement, project reports, strategy papers, learning tools, CQS data, and dashboards.
    • Design and conduct key informant interviews or focus groups with CHI staff, child helpline members, regional representatives, and external partners.
    • Deliver a comprehensive final evaluation report with practical recommendations and in line with relevance, effectiveness, efficiency, impact and sustainability criteria.

    Who We're Looking For

    You must live in the Netherlands and have a valid work permit (non-negotiable). Proof will be requested.

    Required:

    • Proven experience conducting evaluations of multi-year, multi-country projects, particularly in the fields of child rights, protection, or social services.
    • Demonstrated ability to evaluate EU-funded programmes and meet the European Commission’s accountability and reporting standards.
    • Knowledge of child protection systems, rights-based approaches, and/or quality assurance frameworks.
    • Excellent analytical, writing, and presentation skills in English.
    • Proven ability to facilitate interviews with diverse stakeholders, including NGO staff, children’s service providers, and institutional actors.

    Desired:

    • Understanding of the EU child rights policy landscape, including the CERV Programme and the EU Strategy on the Rights of the Child.
    • Familiarity with Child Helpline International’s mission and working model, or similar membership-based NGOs.
    • Understanding of relevant EU policy context.
    • Fluency in additional EU languages (especially French, Spanish, or Polish).
