The Delaware Valley Alliance (DVA) initiative is a regional effort focused on advancing equity, transparency, and workforce access within transportation and infrastructure systems, particularly for historically underrepresented communities. It was formed following investigative work, including Right-to-Know requests, that revealed gaps in transparency and disparities in hiring practices, which became the foundation for coordinated advocacy. Building on these findings, DVA brought together community organizations, policymakers, and regional partners to engage public agencies in constructive dialogue and accountability. Today, DVA serves as a platform for research-driven advocacy, community engagement, and partnership-building to ensure equitable access to opportunity and sustained systems change.

Position Summary
The Program Manager (PM) is responsible for multi-site program oversight, startup execution, performance management, and quality assurance for OICA’s DVA training model. The PM ensures that partner sites are fully prepared for launch and consistently meet enrollment, completion, placement, and retention targets through structured coaching, performance monitoring, and technical assistance.
This role provides program leadership and accountability across all phases, startup through ongoing operations, but does not supervise site employees or manage day-to-day site operations.
The PM serves as the primary liaison between OICA and partner sites.
Key Responsibilities
Site Start-up & Readiness
- Lead all aspects of site startup and implementation readiness for each partner location
- Develop and manage detailed startup project plans and timelines
- Oversee and coordinate procurement of:
- Training equipment and tools
- Technology (hardware/software systems)
- Furniture and classroom/lab setup
- Instructional materials and supplies
- Ensure alignment with:
- Program design specifications
- Safety standards
- NCCER requirements
- Coordinate with sites on:
- Facility readiness
- Space configuration and layout
- Technology installation and setup
- Verify that all components are in place prior to launch, including:
- Staff readiness (in coordination with site leadership)
- Equipment installation and functionality
- Curriculum and materials availability
- Conduct and document a formal “Site Readiness Review” and approve sites for program launch
Program Oversight & Performance Management
- Establish and monitor site-level performance targets:
- Enrollment (lead measure)
- Completion
- Placement
- Retention
- Maintain weekly/monthly performance dashboards
- Conduct structured performance reviews with site leadership
- Identify risks and implement corrective action plans (CAPs)
Quality Assurance & Program Fidelity
- Ensure adherence to:
- NCCER standards
- Curriculum delivery expectations
- Program schedule and structure
- Conduct site visits (virtual/in-person) for program quality reviews
- Provide actionable feedback to improve instructional delivery
Technical Assistance & Coaching
- Provide coaching to site leaders and instructional staff (indirectly) through:
- Best practices
- Training sessions
- Implementation support
- Support sites in:
- Operational improvements
- Participant engagement strategies
- Staffing alignment (recommendations only, no direct authority)
Recruitment Strategy Support
- Supports participant recruitment strategy
- Set and track:
- Weekly lead targets
- Conversion benchmarks
- Align recruitment pipeline with site capacity
- Ensure consistent recruitment strategy across sites
Data, Reporting & Continuous Improvement
- Ensure accurate and timely data entry into OICA systems
- Analyze performance trends and recommend improvements
- Prepare reports for:
- OICA leadership
- Funders
- Stakeholders
Stakeholder Coordination
- Serve as primary point of contact for partner sites
- Coordinate communication between:
- OICA leadership
- Site directors
- Training partners
- Support alignment between program execution and employer engagement efforts
Scope of Authority
The Program Manager WILL:
- Lead site startup and readiness activities
- Set program expectations and performance targets
- Monitor outcomes and provide guidance to on-site authority if corrective action is required
- Provide coaching and technical assistance
The Program Manager WILL NOT:
- Supervise site employees
- Lead/determine employee life-cycle decision making (hire, fire, discipline)
- Direct day-to-day operations
Qualifications & Skills
- 6-9 years of experience in workforce development, education, program management or operations.
- Experience managing program start-up or multi-site implementation strongly preferred
- Experience with procurement, logistics or project management
- Experience with construction/trades training or NCCER (preferred)
- Strong analytical and problem-solving skills; ability to draw conclusions and recommend solutions.
- Excellent verbal, written, and interpersonal communication skills.
- PMP strongly desired
- Bachelor’s degree in related field

Compensation:
The salary range for this position is $78,000-$85,000 based on a 37.5-hour work week for this exempt position. Salary offered may vary depending on relevant factors as determined by OIC of America, which may include, but are not limited to, background and experience, knowledge, skills and abilities, certifications and licensures internal salary ranges, geographic location and other organizational needs.

- Ability to travel to external meetings both locally and nationally, including periodic overnight travel.
- Normal work requires frequent use of the telephone and computer (monitor, keyboard, mouse).
- Ability to be mobile at meetings and events.
- May be required to move about frequently in the office to access file cabinets, office equipment, attend meetings, etc.
- May require standing/sitting for prolonged periods of time during meetings and conferences.
- Must be able to communicate in large gatherings and conduct information sessions with technology so others will understand.
