    PLAN, Inc. is the strategic leader and coordinating agency for the Pennsylvania Legal Aid Network, a consortium of 13 independent legal aid programs providing civil legal aid to low-income Pennsylvanians across the Commonwealth. PLAN, Inc. administers over $60 million in funding to our 13 programs, primarily through grants from the Pennsylvania IOLTA Board and the Pennsylvania Department of Human Services.     Position Description

    This position is responsible for overseeing and managing the fiscal portion of PLAN, Inc.’s grant administration and compliance. This position will report to, and work closely with, the Director of Finance and will be a member of the fiscal department. This position will also work in close collaboration with the Compliance Consultant and the Director of Grants and Compliance to strengthen the network’s grant contract compliance.

    PLAN, Inc. is headquartered in Harrisburg, PA. Some staff work remotely and others work hybrid. This is a hybrid position which can be based anywhere in Pennsylvania, with weekly travel to Harrisburg and/or other locations in Pennsylvania required.

    Some of the key responsibilities for this position include developing and maintaining fiscal policies and procedures related to PLAN, Inc.’s grantmaking and grant contracts; reviewing grantee fiscal reports; assisting with the review of grantee budgets and cost allocations; providing analysis of network fiscal information and insights into fiscal trends; assisting with the drafting of PLAN annual funding applications, particularly budgets and fiscal information; conducting grantee fiscal monitoring and oversight; drafting fiscal monitoring reports; developing funding allocations and other funding projections; and providing technical assistance to the PLAN programs.

The person who is successful in this position will be willing to learn, ask questions, research independently, think proactively, and work collaboratively.

    Required Qualifications

    • Strong communication skills (both written and verbal) and the ability to build relationships with a variety of stakeholders.
    • Strong analytical skills, particularly involving budgets, grant contracts, financial information, and other data.
    • Knowledge of non-profit / public fiscal administration and accounting concepts, principles, and practices. This position will not be responsible for PLAN’s internal accounting, but familiarity with accounting concepts and Generally Accepted Accounting Principles is needed to provide fiscal oversight of PLAN, Inc. funding.
    • Knowledge of cost allocation concepts, principles, and practices.
    • Knowledge of the concepts, principles, and requirements of OMB Uniform Guidance.
    • 3-5 years of experience in non-profit management or administration, particularly fiscal and operational management experience. Similar fiscal, management, and administrative experience in government or the private sector will also be considered.
    • Strong organizational and time-management skills, including the ability to manage multiple priorities and projects and appropriately prioritize short-term and long-term work.
    • Significant experience working in Microsoft Excel and the ability to use Outlook, Word, and other Office 365 applications.

    Preferred Qualifications (Not Required)

    • Experience conducting fiscal monitoring and oversight of grant subrecipients and/or contractors.
    • Experience improving processes and developing systems.
    • Experience providing training on non-profit budgets, finances, and grant compliance.
    • Familiarity with civil legal aid providers or other experience working with public social service agencies.
    • CPA license
    • Audit experience
