About MOSAIC
MOSAIC is a statewide coalition advancing coordinated policy and programmatic work across Asian American and Pacific Islander (AAPI) non-profit organizations in California, in partnership with and in service of all communities. MOSAIC aligns partners to deliver shared outcomes through integrated planning, implementation, and accountability across regions and issue areas.
MOSAIC is fiscally sponsored by Chinese for Affirmative Action, a leading civil rights non-profit founded in 1969 that advances racial and economic justice, immigrant rights, and multiracial democracy. CAA provides administrative infrastructure, compliance, and operational support to MOSAIC through Asian Americans for Civil Rights and Equality (AACRE).
Consultancy Overview
MOSAIC seeks a Policy Consultant to support implementation of its 2026 and 2027 funded work plans and deliverables, with a focus on policy monitoring, analysis, and the development of policy recommendations and related outputs.
The Policy Consultant will serve as a dedicated policy resource supporting MOSAIC’s programmatic work by producing timely policy updates, tracking, context, and analysis, along with a range of deliverables including written materials, presentations, and other tools to inform partners and stakeholders. This role will work in close coordination with the Project Director, who leads overall implementation, to ensure that policy analysis and outputs are aligned with work plans, timelines, and coalition priorities. The Policy Consultant will also collaborate with policy and research teams across MOSAIC partner organizations to incorporate expertise, align approaches, and strengthen the overall quality and relevance of deliverables.
Scope of Work
Policy Monitoring, Updates, and Analysis
- Monitor legislative sessions, budget proposals, and state policy developments, with a focus on Sacramento-based legislative and administrative activity relevant to MOSAIC’s priority areas
- Track, analyze, and synthesize legislation and state budget proposals, providing timely updates, context, and analysis
- Synthesize policy developments into clear, actionable insights to support MOSAIC committees and partners
- Produce and distribute biweekly policy update emails (including tracking, context, and analysis) to MOSAIC partners and the broader AAPI nonprofit ecosystem
- Develop tailored policy updates and analyses to support decision-making and alignment across the coalition
Relationship Coordination and Advocacy Support
- Support engagement with the California State Legislature, API Legislative Caucus, Governor’s Office, and relevant state agencies
- Serve as a liaison with MOSAIC partner organizations and allied coalitions to support coordination and alignment
- Coordinate with entities such as the California Commission on APIA Affairs and other Sacramento-based public and nonprofit agencies
- Track and support performance by state agencies in serving AAPI communities
- Ensure policy updates and analysis are informed by and responsive to partner engagement and coalition priorities
Policy Analysis, Content Development, and Communications Support
- Develop policy analysis and recommendation deliverables aligned with MOSAIC’s work plans and priorities
- Produce written and presentation-based deliverables, including:
- Policy briefs and analytical summaries
- Recommendations to inform coalition strategy and engagement
- Presentations and materials to support partner education and alignment
- Develop updates, addendums, supplements, and complements to MOSAIC’s policy platform and agenda, including deeper analysis in priority areas
- Present findings to internal and external audiences, with guidance from MOSAIC leadership and in coordination with the Project Director
- Ensure all deliverables are rigorous, clearly structured, and actionable for partners and stakeholders
Deliverables
- Biweekly policy update emails to MOSAIC partners and broader ecosystem, including tracking, context, and analysis
- Policy analyses, briefs, and recommendations aligned with MOSAIC priorities
- Updates, addendums, supplements, and complements to MOSAIC’s policy platform and agenda
- Presentations and materials to support partner education and alignment
- Contributions to statewide policy recommendations and strategy documents
- Inputs into draft reports and required deliverables to the California Department of Social Services (CDSS), in coordination with the Project Director and MOSAIC leadership
- Documentation of policy developments, analysis, and outputs to support coalition use
Qualifications
Required
- Demonstrated experience in policy analysis, including legislative and budget analysis
- Strong understanding of California state government, legislative processes, and state agencies
- Excellent writing and analytical skills, with experience producing policy briefs, memos, or reports
- Ability to synthesize complex information into clear, actionable updates, context, and analysis
- Experience working on social justice issues such as immigrant rights, economic justice, or education equity
Preferred
- Existing relationships with California state policymakers, agencies, or advocacy organizations
- Experience working with policy or research teams within community-based organizations or coalitions
- Familiarity with issues impacting Asian American and Pacific Islander communities
- Experience working in multi-stakeholder or coalition environments
Structure and Reporting
- Works closely with the MOSAIC Project Director
- Executes and coordinates with MOSAIC Programmatic Committees
- Engages with partner organizations and external stakeholders as part of policy work
- Coordinates with Chinese for Affirmative Action as fiscal sponsor on contracting and administrative matters
Term and Compensation
- Start: Immediate
- Term: Through June 2027, with potential for extension
- Structure: Independent contractor (this is not a staff position; no set hours or benefits)
- Expected Engagement: Anticipated to require a significant and consistent level of professional commitment to meet scope and deliverables
- Compensation: Approximately $6,500–$8,500 per month, to be negotiated based on final scope
- Location: Remote/hybrid, with periodic travel to Sacramento and within California as needed

Note About Consulting
Consultants / contractors are required to furnish a completed W-9 form, and will receive a 1099 for tax filing purposes. 1099 contractors retain independence and manage their own work schedules. Contractors are responsible for their own taxes and insurance needs, and providing their own equipment.
