POSITION SUMMARY
The After-School Program Site Manager oversees the daily operations, instruction quality, compliance, safety, and partnership activities of a school-based workforce and trade training program serving students in grades 7–12. This role ensures that program activities meet the standards of the Maryland Department of Labor (DOL), local school district requirements, and organizational policies related to youth workforce development, safety, confidentiality, and equitable service delivery.
The Site Manager works with the director to coordinate staff, monitor program fidelity, support instructors, maintain compliance with workforce development guidelines, and ensure a safe, structured, and engaging learning environment aligned with Maryland’s career readiness standards.
ESSENTIAL DUTIES & RESPONSIBILITIES
Program Leadership & Operations (Maryland DOL-aligned):
- Oversee daily operations of the out of school time after-school workforce program, ensuring compliance with Maryland DOL youth employment, safety, and instructional standards.
- Implement curriculum and training activities aligned with Maryland Career and College Readiness Standards, CTE frameworks, and approved trade pathways.
- Maintain accurate records, attendance logs, and program documentation in accordance with Maryland DOL reporting requirements.
- Ensure program activities adhere to organizational policies, grant guidelines, and state regulations related to youth programming.
School & Community Partnership Management
- Serve as the primary on-site liaison between the organization and the partner school(s).
- Collaborate with school administrators, counselors, and support staff to coordinate student referrals, communication, and progress monitoring.
- Represent the program in school and community meetings as required.
Staff Supervision & Support
- Lead instructors, program assistants, and volunteers assigned to the site.
- Ensure staffing schedules aligned with program needs.
Student Support & Behavior Management
- Maintain a positive, structured, and safe learning environment following school policies and Maryland child safety guidelines.
- Support students’ development of workforce readiness skills including attendance, professionalism, teamwork, and communication.
- Manage student concerns, incidents, and conflicts, documenting issues per Maryland confidentiality and incident-reporting guidelines.
Program Compliance, Documentation & Reporting
- Ensure compliance with Maryland Department of Labor Apprenticeship and Training, YouthWorks (and WIOA-related program elements).
- Maintain accurate sign-in sheets, progress notes, incident reports, and program documentation.
- Monitor tool/equipment use and ensure adherence to safety standards relevant to trades training.
- Submit required reports, metrics, and data to the Program Director on schedule.
Family & Community Engagement
- Communicate with parents/guardians as needed regarding student performance, participation, or behavior.
- Assist with family engagement events, workforce fairs, or school-based showcases.
Safety, Compliance, and Risk Management
- Ensure a safe learning environment aligned with Maryland COMAR regulations, school district guidelines, and organizational policies.
- Conduct safety briefings, equipment checks, and emergency preparedness procedures in alignment with school and Maryland child safety protocols.
- Report incidents immediately and complete documentation per Maryland mandated reporting laws.
QUALIFICATIONS
Required
- Associate’s Degree in Education, Workforce Development, Human Services, or related field; or equivalent experience.
- Minimum 2 years of experience working in youth programs, workforce development, trades instruction, or education.
- Experience supervising staff or leading youth programs.
- Knowledge of Maryland Department of Labor youth programming requirements, basic workforce readiness standards, or Maryland CTE/trade pathways.
- Strong communication, leadership, and organization skills.
- Ability to pass background checks required by Maryland public schools (including fingerprinting).
Preferred
- Bachelor’s Degree in Education, Workforce Development, Business, Human Services, or a related field.
- Experience working in Maryland public schools or after-school programs.
- Experience in construction trades, technology, or vocational training environments.
- Familiarity with WIOA youth guidelines, MHEC requirements, or MD DOL Apprenticeship and Training standards.
WORKING ENVIRONMENT
- School-based environment with interaction among students, staff, and school personnel.
- Occasional lifting of supplies, tools, or equipment up to 25 lbs.
- Evening/after-school hours required.
- Travel between program sites may be required.
COMPLIANCE REQUIREMENTS (Maryland-Specific)
- Must comply with COMAR 13A regulations and school district student safety standards.
- Must complete mandated reporter training, CPR/First Aid (if required), and organizational compliance certifications.
- Must uphold FERPA, HIPAA (where applicable), and Maryland confidentiality and data privacy rules.
- Must follow Maryland DOL standards for youth workforce programming, including safety, reporting, and documentation.
Compensation:
Hourly Rate: $35–$50 per hour (commensurate with education and experience).
