    Billion Oyster Project’s Restoration Project Manager is a strong communicator and highly organized professional with a broad skill set who connects work across science, design, policy, and community engagement. This role provides day-to-day coordination for a team of ecologists, designers, and field practitioners, ensuring oyster restoration projects move forward smoothly through multi-year investigation, design, and permitting phases.

    The Restoration Project Manager oversees a portfolio of multi-acre oyster restoration projects and coordinates an interdisciplinary team of BOP staff, partner agencies, and consultants. This role supports projects through site investigation, design, and permitting while managing complex, interdependent workflows. The Restoration Project Manager also serves as the primary point of contact for assigned projects, engaging with community members, internal teams, and external partners.

    This role includes managing permit applications at the federal, state, and local levels (including USACE, NYSDEC, and NYSDOS processes) and contributing to technical memoranda, reports, and regulatory documents.

    The Restoration Project Manager reports to the Associate Director of Restoration Projects.

    Essential Job Functions

    Project Advancement (Site Investigation, Engagement, Design, Permitting) – 80%

    • Manage multiple concurrent projects, including scope, schedule, and budgets; communicate progress and updates to project teams and leadership
    • Coordinate interdisciplinary teams of specialists and consultants to complete project tasks such as data analysis, technical reporting, and design
    • Support the preparation and submission of federal, state, and city permit applications (e.g., USACE Sections 10 and 404, Joint Permit Applications, NYSDEC Articles 15 and 25, NYSDOS Federal Consistency Assessments, and NYC Waterfront Revitalization Program determinations)
    • Maintain relationships with project partners to share updates and align restoration work with community priorities
    • Contribute to technical memoranda, reports, and regulatory documentation
    • Assist with engagement activities such as oyster surveys, scoping meetings, and partner events
    • Communicate with city, state, and federal regulatory agencies through meetings and coordination processes
    • Participate in conferences or workshops, with supervisor approval, and share key takeaways internally
    • Occasionally represent the organization in communications with the media, as requested

    Implementation and Monitoring Support (Installation, Monitoring, Reporting) – 20%

    • Support fieldwork with attention to permitting, compliance, and reporting needs, including occasional site visits and monitoring activities
    • Collaborate with the Restoration Implementation Project Manager to transition projects following permit approval

    Preferred Qualifications

    • Bachelor’s degree in Environmental Science, Marine Science, Environmental Policy, or a related field
    • At least three (3) years of project management experience, which may include:
      • Coordinating interdisciplinary project teams and supporting fieldwork
      • Working with marine contractors, practitioners, and regulatory agencies
    • Experience with technical writing, including permit narratives and regulatory correspondence
    • Familiarity with GIS tools (QGIS or ArcGIS) for mapping and permit documentation
    • Experience managing project budgets
    • Strong organizational, written, and verbal communication skills
    • A valid driver’s license or the ability to obtain one within six months of employment
    • Familiarity with project management tools, methods, and best practices
    • Experience with public speaking and stakeholder communication
    • Proficiency in Google Workspace

    • Depending on your experience:
    • $65,000 - $75,000 with 1-3 years of experience
    • $75,000 - 85,000 with 5+ years of experience

    Work Location

    Employees of Billion Oyster Project must reside within the tri-state area and be able to commute daily to Governors Island unless otherwise noted in the job description.
