Background
Recipients of care are a first and central resource in addressing public health challenges. Through community-led monitoring (CLM), recipients of care and communities channel their expertise into action by documenting emerging health issues, identifying gaps and disparities in the availability, accessibility, affordability, acceptability and quality of health services, and working with service providers and decision makers to develop solutions.
In more than 30 countries, ITPC has documented the role of community-led monitoring in strengthening accountability, identifying gaps in health service delivery, informing policy and programming, and improving the responsiveness of health systems. CLM generates valuable community-level information that can complement routine health information and other sources of health data, providing a more complete understanding of how health systems are functioning and how they are experienced by the people they serve.
As community-led monitoring and other community intelligence approaches continue to develop, there is a growing need to strengthen the connection between community-generated information, health information systems and health-system decision-making. Health information management expertise can contribute to ensuring that information is appropriately collected, managed, analysed, interpreted and used to improve programmes, services and health outcomes.
ITPC therefore seeks Health Information Management (HIM) experts who can provide technical assistance across a range of health information, health systems and data-related needs. Experts may support communities, civil society organizations, health programmes and other stakeholders in strengthening the generation, management, analysis and use of health information.
Objectives
ITPC is seeking consultants with expertise in health information management and related fields to provide technical assistance to a variety of partners, including communities, civil society organizations, health programmes and other stakeholders, in order to:
- Strengthen the generation, management and use of health information to support improved health programmes, services and outcomes;
- Strengthen the capacity of partners to collect, manage, analyse and interpret health information, including where appropriate community-generated information and other sources of data;
- Support stronger links between information and decision-making, including the use of health information to identify gaps, understand community needs, inform programme implementation and strengthen health-system responsiveness;
- Strengthen health information systems and related processes where appropriate, including data quality, information flows, analysis, reporting and use of information;
- Support learning and evidence generation on the use of health information to strengthen community engagement, health programmes and health systems.
Expected Outcomes and Deliverables
The deliverables of short- and medium-term consultancy assignments may include:
1.Plan for provision of technical assistance
Work alongside country or programme partners to:
- Assess the relevant health information needs and priorities;
- Develop or contribute to a workplan and learning objectives;
- Identify appropriate approaches, tools, resources and methodologies; and
- Agree on timelines and expected outputs.
2.Technical Assistance Delivery
Provide technical support according to the needs of the assignment. This may include, but is not limited to:
- Health information management and health information systems;
- Data collection, management, quality and analysis;
- Information systems and data-use processes;
- Health systems strengthening;
- Monitoring, evaluation and learning;
- Data governance and responsible use of health information;
- Development or improvement of information products and tools;
- Strengthening the use of community-generated information alongside other health information;
- Capacity strengthening and knowledge transfer; and
- Other areas of health information or related technical expertise relevant to the assignment.
Consultancy Duration and Period
Consultancies are short term, ranging from 15 days to 3 months, depending on the scope and requirements of the assignment.
Qualifications
- An advanced university degree in health information management, public health, health systems, health informatics, epidemiology, data science, monitoring and evaluation, information systems, or another relevant discipline, or an equivalent combination of academic and professional qualifications and experience;
- International experience, including experience working with an international organization, government, non-profit organization, private sector organization or other institution involved in health;
- Demonstrated experience in health information management, health information systems, health data, health systems or a related field;
- Experience working across different health or development contexts;
- Experience working as part of multidisciplinary teams and with diverse stakeholders;
- Proven ability to work independently, meet targets and deliver quality outputs within agreed timeframes; and
- Experience synthesizing information and communicating effectively with technical and non-technical stakeholders.
Experience
Applicants may demonstrate experience in one or more relevant areas, including:
- Health information management and/or health information systems;
- Health data management and analysis;
- Monitoring, evaluation, research and learning;
- Health systems strengthening;
- Digital health and information technology;
- Data quality and information management;
- Health programme planning and implementation;
- Data governance and responsible use of health information;
- Community-generated data, community-led monitoring or community systems strengthening;
Experts with experience working in Africa, particularly in Malawi, Zimbabwe and South Africa, are strongly encouraged to apply.
