    Health Resources in Action, Inc. (HRiA) is a non-profit organization working to improve and reimagine public health.     In 1957, The Medical Foundation was created to primarily fund biomedical research in Massachusetts. Since then, we’ve been on a journey of evolution.     Position Description

    We are seeking an experienced professional to serve as Director and to lead HRiA’s Clearinghouse Services program, which develops and distributes public health information and tools to providers and residents across three states. The program comprises a team of five staff and a $1.5M+ project and budget portfolio, including the Massachusetts Health Promotion Clearinghouse and distribution services for substance use and problem gambling helplines in Massachusetts, Illinois, and Vermont.

    • The Director will oversee the Clearinghouse Services program and, in collaboration with the team and Managing Director, ensure effective and efficient production and distribution services that deliver vital public health information and tools to individuals and communities.

    Key responsibilities include:

    • Overseeing Clearinghouse Services operations, including warehouse management, product and order database management, and workflow management in collaboration with the Senior Manager.
    • Developing scopes of work and facilitating contract execution.
    • Developing and managing project and program budgets.
    • Creating and supporting a high-performing team through supervision, mentoring, and a team dynamic aligned with HRiA’s values.

    In partnership with the Senior Manager, the Director will ensure successful program execution by monitoring workplans, meeting milestones, addressing challenges, and delivering high-quality products and services on time and within budget. The Director will also engage with clients and funders to advance shared goals and ensure services meet or exceed contractual obligations, partner expectations, and professional standards.

    This is a full-time (1.0 FTE), exempt position supervised by the Managing Director who oversees the Technical Assistance Department at HRiA. The salary range is $100k to $105k, depending on qualifications and experience. Massachusetts residency and the ability to commute easily to the warehouse in Burlington, MA, are required. The Director may work remotely within Massachusetts or from the Burlington office.

    Duties and Responsibilities

    Management & Supervision

    • Lead a diverse Clearinghouse Services team working both remotely and at the warehouse location, directly supervising at least one Senior Manager.
    • Promote and support a cohesive, effective team structure and culture that aligns with HRiA’s values and support staff satisfaction and work/life balance.
    • Direct large, multi-year projects, including managing teams, clients, budgets, deliverables, and reporting.
    • Develop scopes of work based on client requests and estimates of need, and facilitate contract execution
    • Oversee the warehouse facility and operations in partnership with the Senior Manager, including regular in-person site visits and development and monitoring of fulfillment systems and protocols.
    • Develop and maintain strong relationships with clients, government agencies, community leaders, and other key stakeholders.
    • Provide insight and guidance to address challenges and collaborate with the team to support continuous quality improvement.
    • Work with HRiA’s Finance staff to develop and monitor project budgets.
    • Conduct annual staff performance reviews and support staff in setting and attaining professional development goals.
    • Lead team meetings and participate in cluster or organizational activities as appropriate.

    New Business Development

    • Lead the Clearinghouse Services portfolio, set vision, and develop and implement strategies for sustainability and growth.
    • Work with the Managing Director, Vice Presidents, Director of Business Development, and other senior leaders to identify and pursue opportunities to sustain and expand the Clearinghouse Services portfolio.
    • Lead or contribute to proposals and scopes of work for new business, including distribution, marketing, product development plans, and budgets.
    • Develop and implement marketing strategies informed by program experience, distribution trends, and client needs.
    • Build the team’s capacity to contribute to new business development activities.
    • Participate in HRiA’s monthly Marketing and Business Development Roundtable.

    Thought Leadership

    • Serve as a trusted, informed source on clearinghouse services for HRiA, clients, and community partners, providing guidance on project approaches and tasks.
    • Provide experience-informed insight to support effective processes, decision-making, and innovation within the team and with clients and partners.
    • Maintain knowledge of significant trends and developments in clearinghouse services, including distribution activities and requests from communities.
    • Develop content to promote the work online and through webinars, practice briefs, presentations, or regional and national conferences, as appropriate.
    • Participate in organizational events, trainings, and other learning opportunities.
    • Contribute ideas and improvements through participation in teams and committees.

    Programmatic

    • Establish vision, goals, and objectives to guide the Clearinghouse Services program and team.
    • Work with project staff to ensure contract compliance, effective implementation, and timely completion of deliverables within budget and to client satisfaction.
    • Serve as the primary point of contact for clients and manage communication and reporting about project progress, challenges, and successes.
    • Develop and ensure implementation of systems, policies, and procedures for Clearinghouse operations, including shipping and labeling requirements, publication cataloging and intake, and publication revisions.
    • Oversee Clearinghouse publication projects and provide technical assistance to ensure quality, including copy editing, proofing, and graphic design direction.
    • Direct warehouse fulfillment systems and processes, including workflow, infrastructure maintenance, safety procedures, and special projects in partnership with the Senior Manager.
    • Oversee inventory, data management, distribution systems, and reporting.
    • Ensure high-quality customer service to clients and consumers across the team.

    Candidate Qualifications

    Applicants must meet the following minimum qualifications to be considered for this role.

    • Master’s degree with at least seven years of relevant work experience, or a bachelor’s degree with at least 10 years of relevant experience.
    • At least seven years of progressive leadership and program management experience, including demonstrated experience managing federal or state contracts and budgets of at least $1M.
    • At least five years of experience in logistics management, with strong knowledge of distribution, inventory management processes, and operational systems.
    • Demonstrated experience supervising staff and consultants, including the ability to lead, motivate, manage, and sustain an effective team of diverse professionals in a collaborative manner.
    • Excellent project management, budget/finance, communication, relationship-building, problem-solving, and client and stakeholder management skills.
    • Demonstrated experience with public health communication and the ability to work with multiple funders, partners, and vendors to provide guidance, facilitate processes, and meet client needs.
    • A deep understanding of and commitment to health and racial equity, including addressing racism and white supremacy in internal and external work and applying an equity framework to guide the Clearinghouse team and services.
    • Commitment to valuing diversity of thought, backgrounds, and perspectives.
    • Highly organized, detail-oriented, motivated, and able to work effectively both independently and as part of a team in a fast-paced environment.
    • Based in or willing to relocate to Massachusetts.
    • Flexibility, humility, and a sense of humor.
    • Valid driver’s license and ability and willingness to travel to the warehouse regularly: two to three days per week for the first two months and at least twice per month thereafter.
