Compensation Scale: $70,500 to $72,000/year (depending on qualifications and experience)
ORGANIZATION OVERVIEW
Marin Court Appointed Special Advocates (CASA) is a non-profit organization that recruits, trains, and supervises community volunteers who provide consistency and support for children in the Marin County juvenile court system. CASA volunteers provide one-on-one advocacy and speak up for the best interests of their assigned child in and out of the courtroom to ensure that the child’s needs are being met.
POSITION OVERVIEW
The Case Supervisor & Volunteer Coordinator role is a new position, borne out of an expansion of Marin CASA’s juvenile justice work and the strengthening of Marin CASA’s training program. This role involves a combination of supervisory, strategic and administrative work. On average, we anticipate that the individual filling this role would split their time 50/50 between duties related to case supervision and duties related to the recruitment, screening and training of CASA volunteers. We also anticipate variation in the breakdown of duties week to week, with the amount of time dedicated to the volunteer training aspect of the role peaking during our twice-yearly pre-service training in the spring and fall.
This is an ideal role for someone who enjoys learning, is highly organized and can be detail-oriented without losing sight of the big picture. A successful candidate will enjoy taking on a variety of tasks and projects, and feel comfortable coaching and training others in both 1:1 and group settings. Given Marin CASA is actively expanding its juvenile justice work, the individual filling this role will have the opportunity to help shape this aspect of Marin CASA’s programming. The individual filling this role will also be an important part of Marin CASA”s transition to using a new pre-service training curriculum. Please see below for specifics about each aspect of this role.
Case Supervision
The individual filling this role will join Marin CASA’s case supervision team, which currently has two full-time Case Supervisors. Case Supervisors are responsible for providing professional oversight and support to volunteer advocates to ensure that children in the Marin juvenile court system receive the highest quality advocacy. Case Supervisors maintain regular contact with volunteer advocates, as well as with professional community partners, and are responsible for the timely submission of reports and documents in compliance with program protocols.
Case Supervisors regularly use discretion and independent judgment in performing their duties and work under the general supervision of the Program Director. The Case Supervisor must possess a trauma-informed perspective on working with children and families, an understanding of the dynamics of child abuse and neglect, and working knowledge of the child welfare and juvenile justice systems.
This Case Supervisor will specialize in supervising volunteer advocates working with youth on formal probation, as well as youth dually involved in the juvenile justice and dependency court systems. This Case Supervisor is also anticipated to hold a small caseload of dependency cases involving children and youth who are not formally involved in the juvenile justice system.
Volunteer Recruitment, Screening & Training
The volunteer coordination aspect of this role oversees the recruitment, screening, and training of the volunteers who are the heart of CASA’s mission. This includes managing recruitment efforts, conducting interviews, initiating and reviewing background checks, and facilitating initial and ongoing training for CASA volunteers. Initial training is curriculum-based and will be delivered by the person filling this role. Ongoing training is typically delivered by guest speakers; this role is responsible for identifying, coordinating, and providing feedback to speakers. This person will also spearhead volunteer appreciation and engagement efforts, ensuring that volunteers feel supported and connected.
KEY RESPONSIBILITIES
Case Supervision
- Provides quality supervision to a maximum of 15 volunteers or 22 cases, conducting supervision with each volunteer at least monthly
- Provides ongoing individualized support and coaching to volunteers as needed, including constructive feedback on performance, monitoring and ensuring compliance with program protocol, California Rules of Court 5.655, and the National CASA/GAL Association for Children’s Standards for Local CASA/GAL Programs
- Identifies and supports volunteers in accessing community resources and services for children and families
- Provides input on and assists in assigning volunteers to cases
- Attends court hearings for assigned CASA cases as well as cases being monitored or cases on waitlist, as needed
- Prepares volunteers for court, including notifying volunteers of upcoming court hearings, and editing and submitting court reports before hearings in accordance with program protocol
- Participates in court hearings to support advocates as necessary
- Collaborates with community partners such as the Marin County Juvenile Court, Juvenile Probation, Juvenile Hall, Children and Family Services, probation officers, attorneys, health providers, and mental health practitioners
- Conducts annual reviews of volunteer advocates
- Maintains and updates electronic case files in Optima database
- Reviews volunteer data entry to ensure compliance with record-keeping policies
- Works collaboratively with staff to develop and track program outcomes
- Participates in individual supervision meetings, group consultation meetings, and agency-wide staff meetings
- Completes a minimum of 12 hours per year of continuing education to enhance professional development
Volunteer Recruitment, Screening & Training:
- Develop and oversee a volunteer recruitment plan, with a focus on developing a volunteer base able to meet the needs of the youth and families CASAs serve
- Collaborate with the Development & Communications Coordinator. Program Director and Executive Director to produce recruitment materials and advise on marketing strategies
- Plan and execute information sessions for prospective volunteers
- Represent Marin CASA and conduct outreach at events in the community as needed
- Manage all stages of the volunteer application process (inquiry, information session, application, screening and training), communicating with applicants and staff team throughout to ensure a positive applicant experience
- Conduct initial review of volunteer applications and coordinate volunteer pre-training interviews
- Coordinate, initiate and review background screenings for all existing and new volunteers, including screenings with the DOJ, Sterling Volunteers, DMV and out-of-state child abuse registries. Ensure all screenings are appropriately documented and remain up-to-date. Serve as Custodian of Records.
- Initiate and review reference checks for all new volunteers
- Lead pre-service training
- Coordinate monthly pre-service training opportunities for CASAs
- Coordinate and facilitate the volunteer training program, including initial and continuing education
- Provide training and support for volunteers on software systems (Optima, Gmail, etc.)
- Manage communication with volunteers, including distribution of training materials and resources
- Maintain and update non-case related data for volunteers, ensuring compliance with confidentiality practices
- Monitor Optima exceptions reports to ensure fidelity of volunteer file data
- Lead planning of volunteer appreciation events
- Other duties as assigned
JOB SPECIFICATIONS/QUALIFICATIONS
Required:
- Bachelor’s degree or higher with at least three years of professional experience working with children and families, supervising volunteers and/or providing adult education
- Ability to use independent discretion and judgment to complete job tasks and overall mission.
- Application of a trauma-informed, youth-centered, anti-racist, and anti-oppressive lens in working with community members, staff, and volunteers
- Ability to cultivate and develop collaborative, inclusive, and equitable working relationships with staff, volunteers, and community members
- Excellent oral and written communication skills
- Ability to accomplish projects and supervise volunteers with minimal supervision in accordance with best practices related to child advocacy.
- Strong project management skills, including exceptional attention to detail.
- Adaptability, flexibility, and resourcefulness in setting priorities and managing resources
- Proficient use of the latest versions of Google Workspace, Microsoft Word, Excel, PowerPoint, email, and web searches
Preferred:
- Bachelor’s degree or higher in a human services discipline, social work, psychology, law, or related field
- At least three years of professional or volunteer experience related to child welfare or juvenile justice
- Lived experience in the child welfare system or justice system
- Bilingual in Spanish and English

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
Marin CASA supports a flexible hybrid environment. It is expected that time will be spent remotely, in the office, in court, and out in the field as needed. The position could involve intermittent physical activities, including standing, bending, reaching, sitting, speaking, and walking. Some evening and weekend work, and local travel within Marin County, will be required to successfully meet the job responsibilities.
