Position: Eastern Pennsylvania State Director
Compensation: $2,250 - $2,500 per month, commensurate with experience. This position does not include benefits.
Location: Remote; must reside in Philadelphia
JOB SUMMARY
Humane Action Pennsylvania (HAP) has a proven track record of advancing meaningful animal protection policy and educational campaigns through strategic advocacy, coalition building, and community engagement. Following significant success in Western Pennsylvania, HAP is expanding its on-the-ground leadership and programming in Eastern Pennsylvania.
We are seeking a highly motivated Eastern Pennsylvania State Director to lead and grow Humane Action Pennsylvania’s programs, partnerships, and policy initiatives in Philadelphia and the surrounding region. This role will serve as HAP’s primary regional lead in Eastern PA, responsible for advancing priority campaigns, cultivating relationships with local stakeholders and policymakers, supporting coalition efforts, and representing the organization in the region.
The Eastern Pennsylvania State Director will work closely with HAP’s Executive Director and Director of Operations to implement strategy while exercising independent judgment and leadership to identify regional opportunities, challenges, and partnerships. The ideal candidate brings experience in advocacy, program leadership, and community organizing; strong relationship-building skills; and a demonstrated commitment to animal protection and related social and environmental issues.
DUTIES AND RESPONSIBILITIES
The Eastern Pennsylvania State Director will serve as Humane Action Pennsylvania’s regional lead in Philadelphia and Eastern Pennsylvania and will be responsible for advancing HAP’s mission through program leadership, advocacy, and coalition-building.
Key responsibilities include:
- Lead Eastern Pennsylvania initiatives: Plan, implement, and manage HAP’s advocacy and programmatic efforts in Philadelphia and the surrounding region, in alignment with statewide priorities.
- Campaign strategy and execution: Develop and implement comprehensive campaign plans, including objectives, strategies, timelines, and measurable outcomes; track progress and adapt strategies as needed.
- Legislative and policy engagement: Cultivate and maintain relationships with legislators, government staff, and key decision-makers; attend meetings, conduct research, make advocacy calls, and draft correspondence and testimony as needed.
- Coalition and stakeholder development: Build and sustain relationships with local organizations, advocates, community leaders, and allied groups to strengthen regional coalitions and advance shared goals.
- Volunteer leadership and management: Recruit, train, and coordinate a regional volunteer team to support outreach, events, and advocacy efforts; provide guidance, structure, and accountability to volunteers.
- Public communications and outreach: Create and contribute compelling content across social media, email, and traditional media to educate and engage the public and support campaign goals.
- Representation and visibility: Represent Humane Action Pennsylvania at meetings, events, hearings, and community forums in Eastern Pennsylvania.
- Internal collaboration: Participate in leadership and staff meetings; communicate regularly with HAP leadership and respond to emails and calls within one business day.
- Professional conduct and reliability: Be prepared and punctual for meetings and events; remain flexible and adaptable to shifting priorities, timelines, or political conditions.
- Mission alignment and compliance: Uphold and advance HAP’s mission and core values and adhere to organizational policies and procedures.
- Other duties as assigned in support of Humane Action Pennsylvania’s mission and growth.
TRAINING REQUIREMENTS
The Eastern Pennsylvania State Director will receive onboarding and ongoing training on Humane Action Pennsylvania’s mission, core values, policies, and active campaigns, including orientation on current priorities, strategies, and campaign status.
QUALIFICATIONS
- Demonstrated ability to plan, execute, and oversee advocacy or programmatic campaigns from inception through completion.
- Strong understanding of animal protection issues in Philadelphia and across Pennsylvania, including the local political and advocacy landscape.
- Proven ability to develop and implement effective advocacy strategies to advance policy, programmatic, or community-based goals.
- Excellent verbal and written communication skills, with the ability to engage legislators, coalition partners, volunteers, and the general public.
- Experience collaborating with diverse organizations, volunteers, and communities to achieve shared objectives.
- Strong problem-solving skills, including the ability to anticipate challenges and develop practical, innovative solutions.
- Ability to utilize communications and marketing strategies (including social and traditional media) to raise awareness and mobilize public support.
- Highly self-motivated, organized, and able to manage multiple priorities with minimal supervision.
- Familiarity with project management principles, including setting timelines, tracking progress, and meeting deliverables.
- Ability to prioritize tasks and manage time effectively to meet deadlines in a fast-paced advocacy environment.
- Strong interpersonal skills and the ability to work productively with people of varying backgrounds, personalities, and levels of experience.
- Ability to represent Humane Action Pennsylvania in a friendly, professional, and nonpartisan manner.
- Comfortable working independently while following organizational direction and maintaining accountability.
- Working knowledge of Google Drive, Zoom, and Trello, or a demonstrated willingness to quickly learn new tools.
Time Commitment Required
20 hours per week
While some of the work is flexible, the contractor must be available for daytime, in-person meetings with local Philadelphia stakeholders as needed, and virtual meetings with HAP staff.
Location
Much of the work can be done remotely, but applicants must reside within Philadelphia County. Applicants must possess reliable transportation and acknowledge that local travel expenses will not be reimbursed.
