    About the Role

    About Project Expedite Justice

    Project Expedite Justice (PEJ), founded in 2016, is a United States-based NGO with 501(c)(3) charitable organization designation.

    PEJ’s mission is to use all available legal options to seek justice for individuals inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others.

    PEJ applies a novel, victim-centered approach to addressing mass atrocities through a three-step model: training, mentoring, and independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence according to international legal standards; provide case-specific mentoring and strategic guidance; and collaborate with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses.

    PEJ operates in several countries, with a diverse and inclusive team working remotely across Africa, Asia, Europe, South America, and the United States.     The Opportunity: Evaluation Consultants

    PEJ is seeking experienced Evaluation Consultants to conduct two independent evaluations of PEJ projects in Ukraine .

    Applicants may apply to be considered for one or both assignments.

    Both roles are full-time consultancies for the duration of the contract and report to PEJ’s Monitoring and Evaluation (M&E) Coordinator and relevant Project Leads.

    Assignment 1: Final Evaluation

    Kharkiv War Crimes Project (2024–2026)

    Project period covered:

    1 February 2024 – 31 January 2026

    Purpose:

    This assignment is a final evaluation of the Kharkiv War Crimes Project, which aimed to enhance the capacity of police and prosecutors in Kharkiv to advance accountability for international crimes, including through tailored training and legal support.

    Key Evaluation Objectives:

    • Assess the extent to which planned outputs and outcomes were achieved
    • Examine improvements in institutional and individual capacity among justice actors
    • Assess the effectiveness and appropriateness of training methodologies
    • Analyze efficiency, resource use, and management structures
    • Identify unintended positive or negative outcomes
    • Provide actionable recommendations for sustainability, scale-up, and future programming

    Assignment 2: Mid-Term Evaluation

    Restraining a Doubt Machine Project (2025–2027)

    Project period covered:

    1 February 2025 – 31 January 2026 (mid-term point)

    Purpose:

    This assignment is a mid-term evaluation (MTE) of a PEJ project implemented in partnership with Truth Hounds, focused on countering disinformation related to grave atrocity crimes through strategic litigation and advocacy campaigns.

    Key Evaluation Objectives:

    • Assess progress toward intended outputs and outcomes
    • Examine whether project strategies remain appropriate given evolving conflict, legal, and information environments
    • Identify implementation challenges, risks, and unintended effects (including security and ethical risks)
    • Generate practical, forward-looking recommendations to improve performance, relevance, and sustainability

    The MTE will focus on learning and adaptive management, rather than long-term impact.

    Evaluation Scope (Both Assignments)

    The evaluations will apply OECD-DAC criteria, including (as relevant): relevance, effectiveness, efficiency, sustainability, impact, coherence, and coordination.

    Key elements across both assignments include:

    • Review of project documentation and MEL data
    • Engagement with a range of stakeholders, including:
    • Civil society partners
    • Lawyers and legal aid staff
    • Government justice institutions
    • Human rights defenders and other beneficiaries
    • Mixed-methods approaches (desk review, key informant interviews, surveys or self-assessments, limited case studies)
    • Ethical, gender-responsive, conflict-sensitive, and survivor-centered approaches
    • Attention to security, digital, and data protection risks

    Key Deliverables (Per Assignment)

    • Inception meeting and Inception Report
    • Data collection tools
    • Clean and anonymized datasets and interview notes
    • Draft evaluation report (final or mid-term, as applicable)
    • Presentation of findings to PEJ
    • Final evaluation report, incorporating feedback

    Indicative Timeline (Per Assignment)

    • Inception: 1–2 weeks
    • Data collection: 2 weeks
    • Analysis: 2 weeks
    • Reporting and validation: 2 weeks

    Profile (Qualifications and Attributes)

    • Advanced degree in law, human rights, public policy, M&E, or a related field.
    • Minimum 5–7 years of experience conducting evaluations in governance, justice, or rule of law.
    • Demonstrated experience evaluating capacity-building interventions.
    • Strong familiarity with OECD-DAC criteria and MEL best practices.
    • Proven ability to apply gender, inclusion, and human rights lenses.
    • Excellent analytical, writing, and synthesis skills.
    • Fluency in English and Ukrainian is required.
