    Job Title: Victim Services and Program Manager

    Organization: The Center for Sexual Assault Survivors

    Reports To: Executive Director

    Location: 11838 Rock Landing Drive, Suite 220, Newport News, VA.

    Salary Range: $55,000- $65,000; Full-Time, Exempt position

    Position Summary

    The Victim Services and Program Manager will provide leadership, oversight, and strategic direction for all survivor-centered programs at The Center for Sexual Assault Survivors. This role ensures the delivery of high-quality, trauma-informed services to individuals impacted by sexual violence while maintaining compliance with federal, state, and private grant requirements. The Manager supervises staff, manages program operations, and leads grant reporting and program evaluation efforts to support organizational growth and sustainability. This role will represent The Center for Sexual Assault Survivors in the community in a professional manner.

    Key Responsibilities

    Program Management & Oversight

      • Develop, implement, and oversee victim service programs, including crisis intervention, advocacy, counseling, and prevention education.
      • Ensure all services are trauma-informed, culturally responsive, and aligned with best practices in victim advocacy.
      • Monitor program outcomes and performance metrics; use data to inform continuous improvement.
      • Establish and maintain policies, procedures, and service standards.
      • With the Executive Director, develop Strategic Plan and Annual Reports.
      • Review Memorandums of Understanding (MOU’s) binder to check for review or expiration dates. Seek other organizations to enter into an MOU for services and resources and to build partnerships and collaboration.
      • Identify opportunities for program expansion and sustainability.

    Staff Supervision & Development

      • Supervise, train, and support program staff.
      • Conduct regular performance evaluations and provide ongoing coaching and professional development.
      • Foster a collaborative, inclusive, and mission-driven team culture.
      • Review data and ensure staff enter date appropriately and timely.
      • Review closed cases submitted by the Crisis Treatment Specialist.

    Grant Management & Reporting

      • With the Executive Director, this role will oversee various aspects of grant-funded programs, ensuring compliance with funding requirements (e.g., DCJS grants and private local grants)
      • Assist with grant applications, renewals, reporting and audits, including gathering supporting documentation and outcome data.
      • Seek additional grants and funding sources to increase The Center’s operating budget.
      • Develop and submit timely accurate grant reports.

    Data Collection & Program Evaluation

      • Maintain accurate client and service data in case management systems while ensuring confidentiality and compliance with applicable laws.
      • Analyze program data to evaluate effectiveness and inform reporting and strategic planning.
      • Prepare internal and external reports demonstrating program impact.

    Community Collaboration & Outreach

      • Build and maintain partnerships with community organizations, law enforcement, healthcare providers, and other stakeholders.
      • Represent the organization in community meetings, task forces, and public events.
      • Support outreach efforts to increase awareness of services and underserved populations.
      • Serve on local Domestic and Sexual Violence Task Force.

    Qualifications

    Required:

      • Bachelor’s degree in social work, public administration, criminal justice, or a related field (Master’s preferred).
      • 3–5 years of experience in victim services, social services, or nonprofit program management.
      • Demonstrated experience managing grants and completing detailed grant reports.
      • Knowledge of trauma-informed care, sexual violence dynamics, and victim advocacy best practices.
      • Experience supervising staff and managing programs.

    Preferred:

      • Experience with federal and state, and community grant programs.
      • Familiarity with data collection systems and program evaluation methods.

    Working Conditions

      • May require occasional evening or weekend hours for community engagement.
      • Exposure to sensitive and potentially distressing information related to trauma.
