This role is responsible for ensuring the efficient, effective functioning and administration of the organization, advancing organizational culture and effective internal communications, and optimizing resource allocation while maintaining and building a trauma-informed culture informed by our values of Inclusiveness, Integrity, Innovation, Diversity and Commitment to Youth. The Senior Director of HR & Operations provides strategic guidance and support to the Chief Executive Officer, Executive Team, and staff members who report into and are stakeholders of the Operations functions.

    ESSENTIAL FUNCTIONS

    • Lead the Human Resources, Information Technology, Data Systems & Evaluation, and Operations functions, managing the Directors of these departments and working with them to set department goals, priorities, and culture, as well as hiring, training, supervising, mentoring, and developing team members. People & Culture Leadership (Core Pillar)
    • In partnership with the Executive Team, foster a values-aligned work environment at HYP that emphasizes equity, belonging and inclusive decision making.

    • Build leadership capacity among staff through coaching, feedback, and accountability structures.
    • Lead the development and implementation of practices that support a healthy culture across the organization, including strong internal communications, recruiting, onboarding, compensation and benefits strategy, staff retention and HR compliance.
    • Serve as subject matter expert for HYP’s people and culture and advisor to CEO and ET Members.
    • Serve as lead negotiator for collective bargaining agreements and labor-management relations.

    Operations, Facilities & Technology

    • Provide executive oversight of the Director of Operations and the full operations portfolio: facilities, administration, and organization-wide technology strategy.
    • Hold decision-making authority over IT vendor selection and management, in accordance with the organization's Signing Authority Matrix.
    • Ensure safe, effective, and well-resourced operating environments across all sites.
    • Implement operational best practices for organization while keeping cross-county structure in mind.
    • Strategize organizational priorities around operations in alignment with CEO and ET Members.

    Data Systems & Evaluation

    • Provide executive oversight of the Director of Data Systems & Evaluation and the full data and evaluation portfolio, including data governance, HIPAA compliance, and evaluation frameworks.
    • Ensure organizational data systems support funder, regulatory, and Board reporting requirements.
    • Develop data governance and metrics for organizational decision making.

    Operations & Facilities

    • Determine and formulate policies and overall direction for HYP's operational activities in partnership with department Directors and team members.
    • Develop and implement organizational objectives to ensure efficient operations, strategic plan alignment, maximize return on investment, and increase inter-departmental collaboration and productivity. Identify opportunities to increase the effectiveness and efficiency of internal operations.
    • Meet with fellow leaders and staff members to discuss issues, coordinate activities, and solve problems.

    Information Technology Strategy

    • Lead the development and implementation of organization-wide technology strategy, including IT vendor selection, infrastructure planning, and cybersecurity practices, and own internal change management for related initiatives. Organizational Performance & Accountability
    • Work with team leaders and the CEO to prepare reports for key stakeholders such as the Board of Directors.
    • Establish and maintain an integrated growth planning framework providing organizational leadership with real-time visibility into organizational health. Compliance & Regulatory Affairs
    • Work with other members of the Executive Team to assess organizational risk and implement measures to ensure compliance and mitigate risk. Ensure that HYP is operating in a manner that reflects sound internal controls, high mission integrity, and manageable workloads for staff.
    • Maintain HIPAA oversight, general compliance and risk management, insurance oversight, and internal controls.
    • Ensure the implementation of and compliance with relevant HYP policies, including record retention, technology use, employment and labor, and communications standards.

    Decision-Making & Signing Authority

    • Exercise independent decision-making authority within the domains above.
    • Serve as an escalation point to ensure timely organizational decision-making and responsiveness.

    • Strong leadership experience in a non-profit setting, which can take many forms. Preference for ten or more years of progressively responsible experience in HR and time working in a leadership capacity across at least two relevant areas of responsibility (Human Resources, Operations, Technology/Data). We understand candidates may not have equal experience across all of these areas, and equal experience across all of them is not required.
    • Seven or more years in a formal people leadership role, with a demonstrated record of modeling equitable leadership for high-performing teams.
    • An understanding of, and demonstrated commitment to, HYP's mission, and a demonstrated understanding of how operational and HR functions advance that mission.
    • Deep commitment to equity, social justice, and trauma-informed organizational practice, with the ability to integrate accountability and care in leadership decision-making.
    • Exceptional leadership skills and experience expressing a vision for the organization and inspiring alignment to that vision.

    • Working knowledge of data governance, program evaluation methodology, and HIPAA-compliant data systems management.
    • Familiarity with IT infrastructure planning and technology vendor management; this role requires informed strategic oversight of technology, not hands-on IT execution.
    • Demonstrated experience in unionized and/or multi-site nonprofit environments.
    • Experience with standard software applications, including Paycom or a comparable HRIS platform, Microsoft/Google Workspace tools, and internet browsers.
    • The ability to travel between HYP sites. \
