    ORGANIZATION DESCRIPTION:

    Founded in 1956, Legal Services of Northern California (LSNC) provides high quality civil legal assistance to people with low income, older adults and persons with disabilities in more than 23 northern California counties. LSNC receives support from federal and state government grants and contracts (including from the Legal Services Corporation and the State Bar of California), through agreements with private organizations, and from private donations. LSNC operates eight field offices and several special projects.

    RESPONSIBILITIES:

    Under the direction of the Director of Finance, and working closely with the Controller, the Human Resources (HR) & Payroll Manager is responsible for overseeing all aspects of payroll and human resources for approximately 130 employees. This role manages payroll processing, benefits administration, employee relations, onboarding, policy compliance, HR operations, time and attendance processing, compliance reporting, and supervision. The HR & Payroll Manager also implements and trains staff regarding any new HR and payroll processes and benefit enrollment. Duties may include:

    1. Oversee and process accurate, timely payroll for approximately 130 employees.
    2. Ensure compliance with federal, state, California and Minnesota wage and hour laws.
    3. Manage employee onboarding and offboarding.
    4. Oversee the internal payroll processing, reconciling and filing of all quarterly and annual payroll tax reports, processing of time and attendance records and leave balances, semi-monthly payroll ACH transactions and processing of all retirement account transactions.
    5. Administer employee benefits, open enrollment, and qualifying life events.
    6. Responsible for maintaining bank signatory listing and ensuring all bank transactions are completed by board approved bank signatories.
    7. Approve monthly bank reconciliations, monthly payable, receivable and liability sub-ledger accounts, review and approve journal entries (as needed).
    8. Manage employee leave programs, including Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL).
    9. Oversee workers’ compensation claims, unemployment claims, and employment verifications.
    10. Advise managers on employee relations, performance management, corrective action, and policy interpretation.
    11. Develop, implement, and maintain HR policies and procedures.
    12. Draft written communication to current and former employees, office and project managers and external partners.
    13. Coordinate annual payroll reporting and support internal and external audits.
    14. Supervise one or more HR/Payroll Specialists.
    15. Maintain the highest level of confidentiality and professionalism.
    16. Other duties as assigned.

    QUALIFICATIONS KNOWLEDGE:

    • Knowledge of internal and external payroll systems.
    • Knowledge of office management and supervisory styles, practices and techniques.
    • Knowledge of working in HRIS and Payroll management systems
    • Strong knowledge of California employment laws, payroll regulations, and payroll administration.

    SKILLS:

    Ability to work under pressure and successfully meet deadlines. Ability to handle and shift priorities in a fast-paced environment. Detailed-oriented with excellent mathematical and organizational skills. Effective time management skills. Proficient user of spreadsheets, accounting, internal HR/payroll software. An experienced user of MIP fund accounting software is preferred. Provide leadership in strengthening internal communications with staff at all levels throughout the organization; create and promote a positive and supportive work atmosphere and the desire and ability to thrive in a diverse and inclusive environment.

    EDUCATION/EXPERIENCE:

    Minimum six (6) years of progressive HR and payroll experience, multi-office, multi-funded program and a four (4) year college with a degree in Human Resources, Payroll, Accounting, management or related field, is preferred. Two (2) years supervisory experience is preferred. Experience working with a complex nonprofit organization that has many funding sources and has worked directly with auditors. Experience working with diverse groups. SHRM Certification, highly preferred.
