The Inland Empire Rebound's Program Director is a leadership role responsible for developing and overseeing programs, staff, and community-facing initiatives. This position ensures high-quality service delivery for justice-impacted and at-promise individuals while maintaining compliance with organizational, contractual, and grant requirements.
The Program Director provides strategic and operational leadership across program implementation, staff supervision, community partnerships, and grant development. Serving as a key representative of IE Rebound in the community, this role builds collaborative relationships with partner organizations, funders, and stakeholders to expand impact and sustainability.
Essential Functions
Program Leadership & Operations
- Oversee day-to-day operations of IE Rebound programs to ensure they are effective, organized, compliant, and mission-aligned
- Ensure successful implementation of reentry, prevention, and supportive service programs, including case management, workshops, mentoring, and trainings
- Develop, monitor, and refine programs and workflows, procedures, and service delivery models
- Ensure programs meet all legal, contractual, and grant requirements
- Serve as a point of escalation for complex participant or programmatic issues
Staff Supervision & Development
- Supervise and support program staff, including Case Managers, Peer Mentors, and administrative personnel
- Provide clear direction, coaching, feedback, and performance evaluations
- Lead regular staff meetings to align priorities, review outcomes, and address challenges
- Support professional development and foster a supportive, accountable team culture
- Ensure staff are trained in trauma-informed care, professional boundaries, and program protocols
Community Engagement & Partnerships
- Represent IE Rebound at community meetings, events, outreach activities, and partner convenings
- Build and maintain strong relationships with community-based organizations, service providers, educational institutions, and justice-system partners
- Identify and cultivate new collaborations that enhance programming and participant outcomes
- Coordinate partnerships that support referrals, programming, volunteer engagement, and shared initiatives
Grant Development & Fund Development Support
- Identify funding opportunities aligned with IE Rebound’s mission and programs
- Support grant development efforts, including researching opportunities, contributing program narratives, and assisting with applications
- Collaborate with leadership on grant reporting, data collection, and outcome tracking
- Ensure program data and documentation support funder requirements and organizational sustainability
Data, Reporting & Compliance
- Ensure accurate data collection, documentation, and reporting across all programs
- Prepare or contribute to monthly, quarterly, and annual program reports for leadership and funders
- Monitor participant outcomes and program impact to inform continuous improvement
- Maintain confidentiality and data integrity in accordance with organizational policies
Knowledge, Skills, and Abilities
- Strong leadership, organizational, and people-management skills
- Excellent written, verbal, and interpersonal communication abilities
- Knowledge of case management, reentry services, and community-based programming
- Ability to work effectively with justice-impacted populations and diverse communities
- Strategic thinker with strong problem-solving and decision-making skills
- Comfortable representing the organization publicly and building partnerships
- Proficiency in Microsoft Office, Google Suite and case management systems
Education & Experience Requirements
- Bachelor’s degree in a related field required
- 3+ years of experience in program management, social services, nonprofit operations, or a related area preferred
- Experience working with justice-impacted populations strongly preferred
Additional relevant experience may substitute for education on a year-for-year basis.
Preferred Qualifications
- Master’s degree in Social Work, Public Administration, Human Services, or a related field
- Experience supporting or leading grant-funded programs
- Established relationships within the Inland Empire community
Work Conditions & Travel
- Primarily office-based with regular community and field engagement
- Some evening and weekend work may be required
- Local travel to partner sites and community events expected (mileage reimbursed)
