    About the Organization

The Center for Creative Land Recycling (CCLR) is the oldest national non-profit organization pioneering infill development and land reuse to promote human and environmental health and economic revitalization. Our mission is to advance communities’ sustainable and equitable reuse of underutilized and environmentally-impacted, or brownfield, properties.

Through training and technical assistance CCLR offers communities the tools needed to turn blighted properties into community assets including housing, open space, and commercial properties, thereby creating jobs, local tax revenues and valuable community amenities. To ensure optimal outcomes for our projects, we lead policy efforts at all levels of government to remove obstacles to sustainable development, increase available funding, and promote access to resources. CCLR engages stakeholders from all sectors and disciplines in creative partnerships that promote collaboration and innovation in sustainable development.

CCLR is a national organization. This position will join CCLR’s program team working with CA Department of Toxic Substances Control (DTSC) to advance the Equitable Communities Revitalization Grant (ECRG) grantees as well as DTSC’s work for safer, cleaner communities through education and community support.

The Senior Brownfields Revitalization Advisor (SBRA) position is a project‑based role with highly flexible hours. Workload will vary depending on project needs including travel. Some weeks may require minimal hours, while others may involve a higher level of engagement to meet deadlines or support active initiatives. This role is classified as non-exempt and is eligible for overtime pay. The position is ideal for a self-starter who enjoys meaningful, mission‑driven work without the structure of a fixed weekly schedule. The emphasis is on achieving objectives, meeting deadlines, and supporting team and organizational needs. This position is funded through a multi‑year contract that runs until June 2028, however, work is project‑based and hours are not guaranteed.

This position will oversee key deliverables in CCLR’s workplan with DTSC and requires land reuse expertise and event planning experience to meet deliverables. Responsibilities include, but are not limited to:

Oversee and/or support key deliverables in CCLR’s DTSC workplan.

      2. Brownfield Inventories

      • Develop work plans and oversee work of the CCLR team on developing a Brownfield Inventories for 2-4 grantees or other communities approved by DTSC.

Brownfield Accelerator Roundtable: Turning roadblocks into redevelopment.

        • Develop concept and execute 3-5 Roundtables by June 2027. Roundtables will convene a multidisciplinary team of experts—including regulatory agencies, philanthropic foundations, environmental consultants, attorneys, developers, and technical assistance providers—to help communities overcome barriers to brownfield redevelopment. Roundtables are envisioned to be full day events with an invited list of participants. Rather than working through challenges in isolation, project sponsors present their site and identify the specific obstacles preventing progress, whether related to funding, liability, permitting, community engagement, or technical issues. The roundtable then serves as a collaborative problem-solving session, with participants sharing resources, identifying opportunities, and coordinating next steps to move the project forward.

          Developer Matchmaking & Site Marketing

          • The Sr Brownfields Revitalization Advisor will work with select entities to identify and implement developer-friendly tactics, including crafting Requests for Expressions of Interest (RFEI) or Requests for Proposals (RFP) to attract private investment to priority redevelopment sites. Additionally, they will directly connect public-sector property owners with developers actively seeking opportunities through hosted events, targeted matchmaking, and one-on-one meetings—creating win-win outcomes for municipalities seeking productive site reuse and developers seeking expansion. ECRG grantees will receive top priority for participation. To support these engagements, CCLR will prepare customized property factsheets as needed.

          5. Webinar Series

          • Work with DTSC to identify content and develop webinars to tackle educational priorities in support of California communities.
          1. Collection and reporting of program metrics
