    Location: Within an hour of the Boston Area. This is a hybrid position requiring on-site presence as needed and upon request.

    The Center for Women & Enterprise (CWE) is an economic empowerment nonprofit founded in Boston in 1995 to lift up the women who lift up the world. CWE is home to the largest cluster of Women’s Business Centers in the country, covering Massachusetts, New Hampshire, Rhode Island, and Vermont. The Women’s Business Centers are funded in part by the U.S. Small Business Administration. At CWE, we believe that when women thrive economically, families and communities also thrive, creating a more equitable and inclusive economy. To that end, CWE offers business services - training, individual business counseling, and community connections - that help women start and grow their businesses.

    In addition to the Women’s Business Centers, CWE operates the Veterans Business Outreach Center of New England (VBOC of NE) and is a Regional Partner Organization of the Women’s Business Enterprise National Council (WBENC).

    Position Summary:

    The Impact & Learning department has the goal of helping CWE become a learning organization that generates and uses data and evidence to inform strategic decision-making, increase organizational effectiveness, ensure accountability, and generate knowledge to inform the field at large. It is in charge of leading the Monitoring, Evaluation and Learning capacity, collecting and analyzing data on CWE clients and programs, and working closely with data and evidence users inside and outside CWE to advance the organization’s mission of increasing women’s economic empowerment through entrepreneurship.

    The Impact and Learning Manager role reports directly to the VP of Impact and Learning. It combines deep conceptual and analytical work with day-to-day management and implementation of the monitoring, evaluation and learning function. With guidance from the VP of Impact and Learning, the Manager will perform literature reviews, develop quantitative and qualitative data collection tools, perform quantitative and qualitative data collection and analysis, and support the production of research and dissemination materials like reports, papers, policy briefs, and presentations. The Impact and Learning Manager will help promote a culture of curiosity and learning across the organization and liaise with CWE staff on the collection, management, and use of data to inform programmatic decisions and increase the impact of CWE’s direct services on its clients. Externally, the Impact and Learning Manager will support dissemination efforts to share CWE’s data and insights with the broader field of women’s economic empowerment in the US.

    Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform the following satisfactorily; other duties may be assigned.

    Department Management

    • Manage the day-to-day implementation of the Impact and Learning department strategy
    • Liaise with CWE’s Program, Development, Marketing, and Grants functions on activities related to metrics, data, analysis, research, and learning.
    • Support development and management of external research partnerships
    • Support grant writing, fundraising and donor reporting for research and data-related projects

    Monitoring, Evaluation, Research, and Learning

    • Support the design, development, and refinement of CWE’s Monitoring, Evaluation, and Learning (MEL) frameworks, including theories of change, logic models, performance indicators, and data flows.
    • Perform evidence and literature reviews to support organizational strategy, program design, and dissemination.
    • Support the development of CWE’s learning agenda by assessing data needs and gathering input from staff, leadership, partners, and other stakeholders.
    • Manage internal data systems and processes to ensure accurate tracking and analysis of client activities and outcomes.
    • Support data systems optimization efforts to strengthen data integration and data quality.
    • Manage qualitative and quantitative data collection, including the design and implementation of surveys, focus groups, and in-depth interviews.
    • Perform qualitative and quantitative data analysis to identify trends, patterns, and insights aligned with organizational priorities.
    • Identify and translate insights into actionable recommendations, with a focus on enabling data use by relevant stakeholders (program staff, leadership, funders, board).
    • Design, build, and maintain dashboards and data visualizations using CWE-approved software, integrating datasets from multiple systems to produce clear, accurate, and actionable reporting.
    • Use CWE-approved AI tools to support MEL functions (e.g., qualitative analysis, coding, synthesis, reporting), with careful attention to data privacy, confidentiality, and security.
    • Document data processes, protocols, and metadata to support consistency, replicability, and institutional memory.
    • Ensure overall data integrity and high-quality standards in all Impact and Learning projects.

    Dissemination

    • Help facilitate the dissemination of insights and knowledge internally and externally
    • Develop clear and compelling data/research communication products that fit the needs of the intended internal and external audiences, including short summaries, full reports, visual presentations, and infographics.
    • Prepare data and evidence as requested for meetings, presentations, and reports.
    • Facilitate data use processes to bring the data to life and lead the intended audience (internal or external) to identify actions to take based on the data

    Education/Experience: Master's degree or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience. Strong analytical skills and advanced knowledge of quantitative and qualitative methods. At least two years of professional experience, preferably including consulting, M&E, research, and/or impact evaluation.

    Language Ability: Read and interpret documents as assigned. Write routine reports and correspondence. Speak effectively before groups of clients or employees. Strong writing and communication skills, including the ability to translate analytical findings into clear, compelling narratives for different audiences.

    Mathematical Ability: Add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Compute rate, ratio and percent, and draw and interpret bar graphs. Understand and apply statistic and econometric concepts such as probability, statistical inference, regression analysis, causal inference, and sampling.

    Reasoning Ability: Define problems, collect data, establish facts and draw valid conclusions. Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    Computer Skills:

    • Microsoft Office Suite
    • Video conferencing and webinar software i.e. Zoom
    • Working knowledge of Customer Relationship Management systems (CRMs)
    • Proficiency with data analysis tools (e.g., Excel, Stata, R, Python) and qualitative analysis tools.
    • Demonstrated experience designing, implementing, and maintaining dashboards and data visualizations in Power BI; ability to integrate data from multiple systems (CRM, survey platforms, external datasets) for reporting and analytics.
    • Familiarity with AI tools and techniques relevant to MEL functions (e.g., thematic coding, summarization, data synthesis), with a strong understanding of responsible use, data privacy, and information security.
