Articles 17.7 (Submissions on Enforcement Matters) of Chapter 17 (Environment) of the CAFTA-DR provide a mechanism for any person of a CAFTA-DR Party to file a submission with the Secretariat asserting that a Party is failing to effectively enforce its environmental laws.
