PACS' Mission is:1. To keep Koh PhaNgan Rabies Free - through vaccination & education 2. To control the dog and cat populations through neutering - neuter all stray and temple animals - promote the neutering of owned animals 3. To provide nursing care to Koh PhaNgan’s stray, temple and wild animals 4. To educate the public in responsible animal care
