PARCA’s mission is to provide objective, nonpartisan information that will lead to the improvement of state and local government in Alabama.Where “improvement” is defined as:
- Increased capacity to make sound and reasonable decisions
- Delivery of high-quality services at reasonable cost
- Public officials and agency leadership at the state and local levels
- Business, professional, and civic leadership of the state
- Citizens who want to be informed about their government
