The California Communications Access Foundation (CCAF) is a non-profit corporation that specializes in improving access to telecommunications services for people with disabilities and for other traditionally underserved populations. Annual operating budget: approximately $15 million. Headquarters in downtown Oakland, CA; 10 regional service centers around the State. CCAF manages and operates the Deaf and Disabled Telecommunications Program (DDTP) for the California Public Utilities Commission. The DDTP provides free specialized telecommunications equipment to anyone in California unable to use a standard telephone. CCAF also distributes, through its Disabilities Communication Fund (DCF) approximately $1 million in grants each year to organizations committed to technological or other types of innovations which improve communication access to people with disabilities.
