- Non-governmental think tank established on 30 April 2003, registered Volyn regional Department of Justice May 23, 2003 (certificate number 439). The founders of the organization were public figures and experts with the experience of projects and initiatives.

The purpose of the organization under the Charter are: the protection and realization of citizens' interests through institutional building and development of civil society and market economy means to monitor, analyze and develop conclusions and recommendations for reforming the social environment of the region towards greater transparency, efficiency and democracy in the activities of public authorities , local government, strengthening and optimizing inter-sectoral cooperation in the Volyn region.
