The Pennsylvania Institutional Law Project (PILP) seeks to ensure equal access to justice for indigent institutionalized persons in Pennsylvania. PILP provides civil legal services to over 100,000 persons housed in jails, prisons, state hospitals and state centers. There are three offices which are located in Philadelphia, Lewisburg and Pittsburgh, PA.

The following are some of the types of services we provide:

Direct Representation:

Individual civil cases are taken based on their merit and program priorities.

Information and Referrals:

Providing various self-help and legal materials, as well as referral information at no cost to clients.

Class Representation:

Representation of groups of individuals sharing common problems within institutions.

Legislative and Administrative Advocacy:

Track administrative and legislative initiatives concerning institutional issues and advocacy for the clients' perspective.
