SURJ is a statewide grassroots effort dedicated to reforming Delaware's criminal justice system.
The facts show that Delaware's incarceration rate is among the highest in the US (and the US rate towers over that of all other nations). Further, Delaware spends more per capita than any other state on corrections expenditures. Meanwhile, almost half of those released from prison end up back inside within three years.
SURJ was founded in 2001 to address these challenges by advocating for sentencing reform and proven alternatives to incarceration such as substance abuse treatment and rehabilitative programs, which not only contribute to a higher quality of justice, but also improve public safely and save taxpayer dollars.
