CAPIC is a private,non-profit quasi-governmental corporation established in 1967 and designated to identifiy and eradicate the root causes of poverty in Chelsea, Revere & Winthrop. Our mission is to identify & address the needs, problems and concerns of those in poverty & enable the individually poor to achieve & maintain self-sufficiency.
