The Pacific International Center for High Technology Research (PICHTR) was established by the 1983 Legislature and, originally managed within the University of Hawaii for administrative purposes, was incorporated in 1985 as an independent Hawaii-based not-for-profit. Its mission is to accelerate technology commercialization to increase security, safety, and economic opportunities in Hawaii and the Asia-Pacific region. Its focus is on renewable energy; natural disaster management; agriculture; and ocean, educational and dual-use technology.


PICHTR assists the National Disaster Preparedness Training Center (NDPTC) with specialized administrative support services for grant and contract management.


NDPTC is a federally funded mobile training center that focuses on the development and delivery of natural disaster, natural hazard and weather related event training. NDPTC is a part of the National Domestic Preparedness Consortium (NDPC) which consists of seven members each with their own disaster training focuses. Collectively, the members of the NDPC assist to enhance the preparedness of federal, state, local, and tribal emergency responders/first receivers and teams, including non-governmental organizations and the private sector, to reduce the Nation’s vulnerability all-hazard high-consequence events.
