    Burkina Faso: Partnership and Resource Mobilisation Advisor

    This is a 12-month assignment in Ouagadougou, Burkina Faso

    Context of the assignment

    The mandate stems from the Equality in Action Voluntary Cooperation Programme (VCP), which is being rolled out across around ten countries in Africa, Latin America and the Middle East over an eight-year period (2020–2028). The VCP aims to increase the involvement of local partners in inclusive, innovative and sustainable initiatives that will advance gender equality. Oxfam’s role is to support these organisations, working with the most vulnerable and marginalised people, to claim and exercise their rights. Oxfam places the rights of women, girls and vulnerable and marginalised people at the heart of all its work.

    Key responsibilities

    • Working closely with Oxfam team members in the country of operation, the Partnership and Resource Mobilisation Advisor will be responsible for supporting the Funding team and specifically ensuring the following:
    • Contribute to ensuring the implementation of the resource mobilisation strategy (Funding 2026–2028) Contribute to the development of knowledge management strategies (information management and sharing)
    • Dynamically update partner databases with information on their mission, areas of expertise, geographical areas covered, technical and administrative capacities, and the implementation of ongoing or completed projects
    • Establish a system for regularly monitoring partner performance (periodic reviews, self-assessments, etc.)
    • Ensure that teams use standardised contract templates approved by Oxfam, ensuring they reflect specific donor requirements (reporting, audits, visibility, etc.), and coordinating the involvement of other teams (Programme, Finance, Logistics, MEAL, etc.)
    • Analyse the risks identified during due diligence and partner performance assessments and discuss mitigation measures to be included in contractual clauses with other teams;
    • Ensure secure and accessible archiving of all signed contracts and other partner-related documents
    • Monitor deliverables and contractual obligations using management tools (dashboards, checklists)
    • Organise regular reviews with partners to assess progress and make adjustments where necessary
    • Miscellaneous tasks: Assist members of the Funding Officer team with other tasks, as required.
    • Share and embody Oxfam’s commitment to a zero-tolerance policy for any behaviour contrary to the code of conduct, including harassment, sexual exploitation and abuse, bullying, lack of integrity, corruption and fraud.
    • Contribute to development efforts in Canada during and after the assignment by helping to promote the programme, projects, partners, etc. through testimonials, personal stories, photos, quotes, etc.

    For this assignment, you must:

    • Hold Canadian citizenship or permanent resident status in Canada
    • Hold a university degree (minimum four years of higher education) in social sciences, management, finance, accounting, administration, or any other related field.
    • Have a minimum of two (2) years’ relevant experience.
    • Have proven experience in a similar role in resource mobilisation and donor relations, ideally in a humanitarian context.
    • Have experience in developing and implementing funding strategies. Have experience in capacity building and monitoring implementing partners.
    • Experience in drafting strategic or legal documents at national, regional or international level is an asset.
    • Possess a good understanding of donors and their requirements (reporting, audits, visibility, compliance).
    • Possess excellent analytical, organisational and writing skills.
    • Possess strong communication and cross-team coordination skills.
    • Be proficient in Microsoft Office tools (Word, Excel, PowerPoint, Outlook) and collaborative platforms (MS Teams, Zoom).
    • Fluency in French required.
