COSDS is NTARI's 39-week remote software development sprint — 68 seats, first cohort launched August 11, 2026 — where participants learn network infrastructure the only way it's really learned: by finishing it, with every capstone merged into a public, open-source codebase under their own name. This proposal converts an all-volunteer program into a funded one: twenty stipended seats at $6,000 each (priority to financial need), ten paid mentors, equipment micro-grants, and university agreements so students earn real capstone credit. Cost per cohort: $267,520.
You'll write an Alfred P. Sloan Foundation letter of inquiry, the Google Summer of Code mentoring-organization application, NSF education proposals with a university partner, and Louisville workforce asks. The plan includes the full budget, the tiered cohort design, outcome metrics, and the university MOU framework.
