    Democratic Republic of the Congo – Gender Equality Advisor

    This is a six-month assignment based in Kinshasa, involving travel to the field

    As part of its mission, Oxfam is committed to promoting the well-being of children, young people, women and men. Oxfam has a zero-tolerance policy towards any behaviour that breaches its code of conduct, including sexual harassment, sexual exploitation and abuse, as well as lack of integrity, corruption and fraud. To this end, Oxfam will ensure that it recruits candidates who share the organisation’s values and expects all those already working within the organisation to share and embody this commitment.

    CONTEXT

    Oxfam-Québec is implementing the Volunteer Cooperation Programme (VCP) entitled ‘Equality in Action’ in close collaboration with Oxfam teams in the countries of intervention. This programme will run over an eight-year period (2020–2028) in around ten countries across Africa, the Middle East and Latin America. The VCP aims to enhance the performance of local partner organisations in the countries of intervention through the implementation of inclusive, innovative and sustainable initiatives that will advance gender equality. Oxfam’s role is to support civil society organisations (CSOs) working with the most vulnerable and marginalised people so that they can claim and exercise their rights. The knowledge, skills and expertise of qualified volunteers will be utilised through short- and long-term placements with local partner organisations.

    MAIN RESPONSIBILITIES

    Working closely with Oxfam team members in the country of intervention, the adviser will be responsible for:

    • Supporting Oxfam GB in the implementation and integration of gender equality, feminist and intersectional approaches across all its activities and throughout the project cycle (in programme design, management, monitoring and evaluation); providing appropriate technical advice on the high-quality implementation of projects in accordance with organisational standards (e.g. Oxfam’s standards on gender in emergencies) and global standards and international frameworks on gender and women’s rights
    • Support partner organisations through policies, tools, and inclusive, innovative and sustainable initiatives that will advance gender equality, ethics and comprehensive protection, whilst facilitating spaces for capacity-building and exchanges that incorporate a feminist perspective, in order to strengthen the participation and leadership of women in beneficiary communities and advocacy for women’s rights
    • Strengthen gender mainstreaming across all programmes by providing direct technical support and guidance to coordinators and project managers on integrating a gender perspective throughout the project cycle (in programme design, management, monitoring and evaluation)
    • Provide technical advice to ensure that women’s rights are at the heart of Oxfam’s humanitarian response strategy and our resilience and long-term development work, and that Oxfam’s interventions contribute to advancing gender equality within the national programme in the DRC.
    • Share and embody Oxfam’s commitment to a zero-tolerance policy for any behaviour contrary to the code of conduct, including harassment, sexual exploitation and abuse, bullying, lack of integrity, corruption and fraud.
    • Contribute to development efforts in Canada during and after the assignment by helping to promote the programme, projects, partners, etc. through testimonials, personal stories, photos, quotes, etc.

    REQUIREMENTS

    • Canadian citizenship or permanent residency required
    • Hold a university degree (minimum 4 years of higher education) in social sciences, management, administration or any other related field.
    • At least three (03) years’ experience in supervising and/or implementing monitoring and evaluation activities with national or international non-governmental organisations (NGOs).
    • Proven skills in developing database proposals.
    • Good understanding of NGO funding mechanisms with significant experience in managing partnerships with national and international donors.
    • Experience in facilitating training workshops, in capacity building for partners, and in designing/adapting training tools in line with gender strategy
    • Proficiency in Microsoft Office tools (Word, Excel, PowerPoint, Outlook) and collaborative platforms (MS Teams, Zoom).
    • Fluency in French required; English an asset
