    Job Title:

    Subject Matter Expert (SME) Contractor – Innovative Program Development

    Position Type:

    Independent Contractor (Project-Based / Part-Time)

    Location:

    Remote or Hybrid (with optional on-site participation as needed)

    Program Overview:

    OARRC is developing an innovative, interdisciplinary program designed to address complex community and workforce challenges through forward-thinking solutions. The program integrates elements of education, workforce development, public health, and social impact. We are seeking experienced Subject Matter Experts (SMEs) to provide specialized knowledge, strategic insight, and practical guidance to ensure program quality, relevance, and impact.

    Position Summary:

    The Subject Matter Expert (SME) Contractor will contribute expertise in their respective field(s) to support the design, development, implementation, and evaluation of program components. SMEs collaborate with program leadership, instructional designers, and community stakeholders to ensure content accuracy, industry alignment, and innovation.

    Key Responsibilities:

    • Provide expert guidance in area(s) of specialization (e.g., workforce development, public health, behavioral health, construction trades, education, etc.)
    • Review and contribute to curriculum, training materials, and program frameworks
    • Ensure alignment with current industry standards, regulations, and best practices
    • Participate in design sessions, advisory meetings, and stakeholder consultations
    • Recommend innovative approaches, tools, and methodologies to enhance program effectiveness
    • Support development of competency frameworks, learning objectives, and assessments
    • Assist in identifying partnerships, resources, and opportunities for program growth
    • Provide feedback on pilot activities and recommend improvements
    • Contribute to documentation, reports, and accreditation readiness (if applicable)

    Deliverables May Include:

    • Curriculum content and module outlines
    • Technical reports or recommendations
    • Program design input and evaluation feedback
    • Training materials or presentations
    • Advisory memos and strategic guidance

    Qualifications:

    Required:

    • Recognized expertise in a relevant field (e.g., public health, social work, skilled trades, workforce development, education, etc.)
    • 5+ years of professional experience in area of specialization
    • Demonstrated ability to translate complex knowledge into practical applications
    • Strong collaboration and communication skills
    • Ability to work independently and meet project deadlines

    Preferred:

    • Experience in program design, curriculum development, or instructional design
    • Familiarity with accreditation standards (e.g., continuing education, workforce training)
    • Prior experience as a consultant or SME on grant-funded or innovative initiatives
    • Experience working with diverse or underserved populations
