Parliament Collective Intelligence is a burgeoning data impact consultancy helping to transform how we attend to social sector problems in public education, mental health, workforce and community development, technology access, and data-informed philanthropy.

Parliament seeks a Senior / Data & Research Manager who is both a big-picture thinker and detail-oriented; data-savvy and strategy-minded. This particular role focuses on supporting artlook: Parliament’s proprietary data-collection and relationship-building platform devoted to advancing arts education in public schools.  As the core owner of the artlook product, support services, and client relationships, you will be excited about blending your interests in collective impact efforts in diverse regions and contexts around the country; using data to bring about real, measurable change; and building long-term relationships with clients where you’ll apply your strategic- and research-related skills to help them use data to achieve their missions.

As is the case for all of our Data & Research Managers, you are also a particularly strong client communicator and project manager, attuned to constantly balancing client needs and expectations with internal company priorities like revenue, scope, and integrity in our work products. You will work alongside Parliament colleagues in other specialties as appropriate to the client and project at hand (e.g., database architecture, software development, data science, data analysis and visualization).

JOB FUNCTIONS 

There will be many moments where you’ll be collaborating with other members of the Parliament staff, often including colleagues with other areas of professional expertise (e.g., software development). However, the primary responsibility for designing and advancing our artlook work – and keeping the client relationship thriving – will be yours. Key elements of the role include: 

  • Project and client management 
  • Create, maintain, and follow project timelines, ensuring both internal and external progress
  • Lead client emails and phone calls, including creating agendas and recap memos as appropriate 
  • Retain sightlines on project budget and scope
  • Organize Parliament’s internal team around milestones and deliverables 
  • Design strategy for leveraging artlook (both the platform itself and the data it houses) to advance client missions 
  • Develop deep understanding of client missions, reviewing and updating existing theories of change and developing plans for impact-focused measures.  
  • Lead discovery sessions and processes to understand and identify how the client is hoping to use artlook and artlook data to advance its unique goals and missions. 
  • Apply the same process and skills to Parliament’s other proprietary data platforms beyond artlook.
  • Lead analysis, reporting, and presentation 
  • When appropriate, create data analysis plans using artlook data; lead analysis on those plans; and create reporting outputs that illustrate data and interpret findings. Complex data science tasks may be completed in conjunction with Parliament Data Analysts/Scientists.
  • Synthesize complex information into clear takeaways and recommendations using both qualitative and quantitative methods.
  • Duties may include development of concepts and materials, public presentations, facilitation for brainstorming and/or feedback sessions, and working with clients to design engagement structures and approaches.
  • Manage artlook-wide communications and resources
  • For instance, sharing learnings and best practices across the network, developing periodic newsletters, conducting research papers, creating webinars, etc.
  • Assist clients in managing and maintaining their artlook databases and datasets

QUALITIES

  • Deep curiosity and ability to think creatively about application of data to social sector problems.
  • While the successful candidate does not need to have experience in data modeling or software development, they must have an ability to work closely with colleagues focused on these functions in pursuit of client objectives. 
  • Strong client and project management skills; extremely organized; a clear, professional communicator.
  • Research-minded: passionate about asking questions, digging deep into exploring possible answers, and engaging with others about the whats, whys, and what’s next. 
  • Adaptable self-starter who can create structure and thrive in ambiguous environments.
  • Strong aptitude for and interest in learning new technologies and analytics techniques.
  • Effective public presentation skills, including the ability to simplify complex topics for presentations to diverse audiences.
  • Exceptional, effective and persuasive written and oral communications skills.

DESIRED EXPERIENCE

  • Experience establishing and maintaining thriving client relationships is a must.
  • Background in research consulting and analysis and/or program evaluation. This background should include clearly defining research and evaluation goals, directly analyzing and manipulating data, and turning that analysis into meaningful insights for clients. Specifically: 
  • Ability to understand client missions and theories of change and to develop plans for analysis and evaluation of success in achieving those missions.
  • Ability to synthesize and analyze data from a variety of sources; interpret and speculate about findings; and educate stakeholders about emerging themes and issues.
  • Experience conducting both qualitative and quantitative research and evaluation. This includes defining analytical and research questions, designing and administering surveys, and designing and conducting qualitative interviews.
  • Writing research reports and/or other formats of data interpretation for an external audience.
  • Facility with databases and/or CRM systems.
  • Bonus points for…
  • a familiarity with the concept of Collective Impact as an organizing structure for social change.
  • experience with non-profits, education, the arts, and/or any other socially-oriented sector.
  • experience with and interest in Change Management.
  • experience coding and analyzing and visualizing data using tools such as R, Python, Looker, PowerBI, or Tableau. 
  • Ideal candidate has a Masters degree in data science, business administration, nonprofit management, social science or public policy, political science, or equivalent. 

REPORTING RELATIONSHIP

This position reports directly to the Vice President of Data Insights with a dotted line to the CEO.

LOCATION AND TRAVEL

Parliament’s offices are based in downtown Chicago and the company maintains a hybrid work environment—working three days a week in-office and two remotely—with additional common sense flexibility that respects employee circumstances. Some travel is expected, including client support and participation in professional conferences.
