National CAPACD seeks a Managing Director of Coalition Mobilization to lead coalition engagement, policy advocacy, and narrative change strategies at the national level.

The National Coalition for Asian Pacific American Community Development (National CAPACD) advances equity and creates vibrant, healthy neighborhoods by mobilizing and strengthening a powerful coalition of Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) community-based organizations working in low-income communities.

National CAPACD seeks a dynamic, strategic leader to oversee a key aspect of our mission - to mobilize and strengthen a powerful coalition. The Managing Director will lead the coalition-building, policy, and narrative departments in cultivating and elevating the voices of local community leaders at the national level to advance policy and narrative change.

We seek an individual with demonstrated commitment and experience working in a community-based organization serving Asian Americans, Native Hawaiians, Pacific Islanders, and other under-served communities. This position is well-suited for a community leader with strong organizing and policy advocacy experience, who thrives on direct engagement with community leaders and policymakers alike and is skilled at bringing diverse perspectives together.

This is a full-time, exempt position based remotely in the United States, with preference for a candidate with easy access to Washington, D.C. Travel is required for the position, up to 20% of the time. The Managing Director of Coalition Mobilization is a senior level leadership position who reports directly to the Chief Executive Officer and will join the Executive Team. The Managing Director will oversee a robust and highly skilled team of eight, with the Director of Coalition Building and Engagement, Director of Policy, Director of Narrative and Communications, and the Convention Manager as direct reports.

Roles and responsibilities include working with and directing the Coalition Mobilization division to:

Develop Leaders and Advocates

  • Develop and implement a strategy for cultivating leaders of National CAPACD’s member base (including board, Community in The Capital (CITC) fellows, policy committee, and program cohort members) to advance the coalition’s policy priorities and narrative change;

Coalition Building and Engagement

  • Develop a values-driven recruitment and engagement model for member organizations;
  • Oversee the development and execution of the bi-annual Building CAPACD Convention program, in partnership with the Convention Manager, and in consultation with the management team and member leaders;
  • Connect members around shared policy priorities through approaches such as policy committees, the CITC fellowship, and direct connections;

Policy and Advocacy

  • Develop and implement national policy advocacy campaigns and policy solutions that advance social and economic justice for low-income AA and NHPI communities;
  • Develop a comprehensive policy agenda and action agenda;
  • Engage with program staff across the organization to identify and amplify innovative solutions being implemented at the local level that can be translated to federal policy solutions;
  • Connect members of the coalition to federal agencies and elected officials, and nominate members of the coalition onto federal advisory boards that will help to advance the policy priorities;
  • Cultivate strategic alliances with values-aligned national and state level coalitions;

Narrative and Communications

  • Cultivate and train leadership across the coalition and organization on the strategic messaging framework and communications campaigns to advance a narrative strategy and aligned policy agenda;
  • Identify and connect members of the coalition to speaking and media opportunities that will advance strategic messaging framework and campaigns;

Strategy and Positioning

  • Represent National CAPACD externally with key stakeholders such as coalition partners, media, federal agencies, and elected officials;
  • Guide the organization’s research agenda to advance the coalition’s narrative and policy priorities;
  • As an integral member of the Executive Team, help drive strategic direction of the organization and coalition.

Other Functions and Responsibilities:

  • Direct supervision of Director of Coalition Building and Engagement, Director of Policy, Director of Narrative and Communications, and the Convention Manager. In addition, potential recruitment and supervision of a Research Manager;
  • Assist with other National CAPACD events;
  • Other duties as assigned.

Required Qualifications:

  • At least 10 years of experience at a senior level position at a National CAPACD member organization or similar organization;
  • At least 5 years of experience in direct community engagement;
  • Organized and effective communicator;
  • Excellent stakeholder management skills, including interpersonal, diplomatic, and communication skills necessary to build a broad base of coalition partners;
  • Willing to work in a fast-paced setting;
  • Understanding of federal policy and networks in Washington, D.C.;
  • Experience in nonprofit management at a senior level, including budgeting, supervising staff, and program administration;
  • Commitment to National CAPACD’s mission and working knowledge of the needs of low-income, immigrant, Limited English Proficient (LEP), Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) communities;
  • Must be a team player with demonstrated ability to work well in a small, highly collaborative environment.

Essential Physical Requirements:

  • As this is primarily a remote position, the person in this position must be able to communicate via phone, including conference and video calls, as well as written communication such as Slack and email;
  • This position requires the ability to remain in a stationary position to operate a computer (and other office productivity machinery), and manual dexterity to operate a keyboard, for extended periods of time;
  • This position requires the ability to occasionally lift objects weighing up to 10 pounds;
  • This position requires the ability to travel domestically with overnight stays. Travel may involve transportation via airplane, car travel, or trains.

Work Environment:

National CAPACD is a primarily remote office environment, with a headquarter office in Washington, DC, and a satellite office in Oakland, CA. You should be prepared to either work from home or at one of our offices.

The Managing Director of Coalition Mobilization must be able to travel domestically with overnight stays, up to 20% of the time. This position requires the ability to work Monday through Friday, and may require some nights and weekends work when traveling or for events.
