Scaling the campaign for a Fossil Fuel Non-Proliferation Treaty in Ireland

Introduction and background

Position: Ireland Campaign Consultant

The Fossil Fuel Non-Proliferation Treaty Initiative is a global effort to foster international cooperation to accelerate a transition to renewable energy for everyone, end the expansion of coal, oil and gas, and equitably phase out existing production in keeping with what science shows is needed to address the climate crisis. It builds on decades of calls and campaigns for a fossil fuel phase out and fair energy transition by government, civil society, Indigenous, grassroots and other leaders - particularly from the Global South and aims to compliment other movements tactics such as divestment, debt relief and fossil fuel bans as well as the work being advanced by the Beyond Oil and Gas Alliance and the Power Past Coal Alliance.  

The Fossil Fuel Non-Proliferation Treaty is not an organisation, it’s an idea — one backed by a growing global network of governments, civil society organisations, academics, scientists, youth activists, health professionals, faith institutions, Indigenous peoples and hundreds of thousands of other citizens globally. Our mission is to garner international support for a binding treaty that regulates and ultimately phases out fossil fuel activities worldwide. Our goals are to grow and strengthen a diverse and representative bloc of countries calling for a Treaty; scale one of the largest global campaigns on fossil fuels with targeted strategies for priority regions; nurture a diverse and more deeply engaged directed network that is supported to advocate for a Treaty; and produce compelling storytelling to build support for a Treaty in target countries.

Given the endorsement of the Fossil Fuel Treaty by more than 20 Irish CSOs, a growing number of Local Authorities, and a successful Dáil motion, as well as the Irish Government's continuous strong backing for Small-Island Developing States, robust climate legislation, its established expertise in nuclear non-proliferation at the UN, and the potential for Ireland to advocate for fossil fuel phase-out at the UN following its recent UN Security Council membership, the country is well-positioned to take a leadership role. This presents a significant opportunity to leverage these advancements and strive towards Ireland becoming the first EU member state to formally endorse the Treaty in 2024-2025. To further our objectives, we are seeking a capable contractor to scale our campaign efforts specifically in Ireland.

Objective

The primary objective of this contract is to expand and intensify the Fossil Fuel Non-Proliferation Treaty Initiative's campaign within Ireland. This includes raising awareness, engaging with stakeholders, mobilising public support, and influencing policymakers towards declaring their support for a fossil Fuel Treaty.

Scope of Work

The contractor will be responsible for the following tasks - working in collaboration with the Treaty Initiative Team and key partners:

  • Designing, developing and implementing a targeted outreach strategy to engage diverse stakeholders, including but not limited to government officials, environmental organisations, media outlets, academic institutions, and community groups.
  • Organising public awareness campaigns, events, and workshops to educate the Irish public about the impacts of fossil fuel proliferation and the potential benefits of Ireland joining the growing bloc of countries calling for a Fossil Fuel Treaty.
  • Directing pressure towards political parties at all levels in the run up to local and national elections with a view to secure pledges that, if they go on to be elected and/or form a government, they will call for a Treaty.
  • Building partnerships and alliances with and between local organisations and activists to amplify the campaign's reach and effectiveness.
  • Supporting the Initiative’s communications team in creating compelling advocacy materials, including reports, fact sheets, social media content, and press releases.
  • Monitoring and evaluating the impact of campaign activities, collecting feedback, and adapting strategies as needed to maximise effectiveness.
  • Working across several internal teams including communications, campaigns, and political, as well as with external partners.
  • The role may include national and international travel for conferences and meetings where engagement with the Irish government and climate movement is likely

Deliverables

  • The contractor will be expected to: Design and deliver a detailed outreach strategy outlining specific tactics, target audiences, and timelines for engagement.
  • Document  all campaign activities, including event summaries, media coverage, and stakeholder engagement reports.
  • Provide regular progress reports and evaluations assessing the impact of campaign efforts and outlining any adjustments made to the strategy.

It is expected this scope of work will require approximately 20 hours/week with flexibility during high-impact moments.

Timeline

The contract will be for a duration of approximately 7 months, commencing as soon as possible. The timeline for specific deliverables will be mutually agreed upon between the Fossil Fuel Non-Proliferation Treaty Initiative and the selected contractor. 

Budget

The budget for this contract is €20,000, inclusive of all expenses related to the scope of work outlined in this RFP. Proposals should provide a detailed breakdown of costs, including fees for services rendered, travel expenses, materials, and any other relevant expenditures.
