The NYU Furman Center invites applications for a two-year State Housing and Land Use Policy Fellowship. The Fellow will be a senior-level position working closely with the Furman Center and Housing Solutions Lab’s leadership and research, law, policy, and communications teams. The Fellow will be responsible for launching and managing all aspects of a new body of work related to state housing and land use policy, with the goal of creating a repository of rigorous housing policy research and guidance for a national audience of state and local-level policymakers, practitioners, advocates, and researchers. The Fellow will report directly to Prof. Vicki Been, faculty director at the NYU Furman Center. 

Responsibilities:

Working closely with NYU Furman Center and Housing Solutions Lab leadership, and with the support of research and administrative staff, the Fellow will be responsible for:

  • Assembling a comprehensive inventory of state housing policy laws with the potential to increase local housing supply and improve legal protections for renters.
  • Overseeing the design and launch of a publicly-accessible online repository of laws on the Furman Center’s website. 
  • Developing a set of publications and policy guidance for state and local housing policymaker audiences that compare, describe, and assess different approaches to housing policy issues from different regional and market contexts. Topics may include, for example, lessons from states that have had some form of “Builder’s Remedy” or policy briefs examining various approaches to implementing ADUs, transit-oriented development, or “gentle density” policies. 
  • Drafting model legislation that builds on the analyses of examples drawn from across the nation.
  • Leading outreach to established organizations nationally that support state and local policymakers, advocates, and the media, to identify ways the Furman Center’s housing policy inventory and related resources can inform their networks. 
  • Launching an advisory group of national housing and land use policy researchers and stakeholders, to inform our research agenda and provide input on the design and usability of the policy inventory.
  • Managing graduate and law student research assistants assigned to assemble, code, and catalog state laws. 
  • The Fellow will have access to NYU Law and Wagner Graduate School policy students for research and logistical support, and to the array of Furman Center research, data, policy, and communications resources. 

Qualifications: 

  • Graduate degree in relevant field (e.g. Law, Public Policy, Urban Planning). 
  • 5+ years professional experience researching housing in an academic, policy, or government environment; legislative experience is preferred. 
  • Strong oral and written communication skills.
  • Strong project management skills and experience managing staff and complex projects.
  • Experience with and/or interest in advancing evidence-based policy design and research.
  • Excellent interpersonal skills and comfort working with internal teams and external partners.
  • Strong strategic thinking and decision-making skills.
  • Demonstrated commitment to promoting equity in public policy.

In compliance with NYC's Pay Transparency Act, the annual base salary range for this position is $90,000-110,000.
