About the National PREA Resource Center (PRC) Team

The National PREA Resource Center (PRC) is a project of Impact Justice operatedvia a cooperative agreement with the Bureau of Justice Assistance (BJA) within the Office of Justice Programs (OJP) at the U.S. Department of Justice (DOJ). The PRC serves as the national source for training and technical assistance to assist adultprisons and jails, juvenile facilities, lockups, community confinement, and tribal confinement facilities in their ongoing work to eliminate sexual abuse by increasingtheir capacity for prevention, detection, monitoring, and responses to incidents, and toprovide services to victims and their families. We also support the JusticeDepartment in training, certifying, providing continuing education, and maintainingthe systems and instruments for auditors who determine facilities’ compliance with PREA.

 

Who You Are

You are an engaging trainer, skilled and effective in developing and delivering anycontent you present. You can create accurate and compelling material for a nationalaudience. You are a thoughtful communicator who can convey complicatedconcepts in a direct and accessible way, and you are comfortable working withmembers of the corrections field, people who are confined and their families, and partners engaged in allied work, such as sexual abuse victim advocates andprisoners’ rights advocates.

You are someone who has an understanding of and skills in engaging adult learners, both online and in person.

You have a strong familiarity with the National Prison Rape Elimination Act (PREA) Standards. You are passionate about the human rights issue of sexual safety for vulnerable and marginalized people in confinement and are enthusiastic about sharing that passion with PRC stakeholders.

You can manage multiple tasks with differing timelines and levels ofinvolvement without sacrificing quality, and you are great at planning andproject management. You excel at collaborating in teams and in developing newideas and programs. You excel at working independently and are intrinsicallymotivated. You have highly developed analytical and writing skills.

 You are comfortable working with leaders who have different leadership stylesand you are easily flexible and adaptable. You are inclined to foster growth inothers, naturally anticipate where and how to contribute to the team andmaintain patience and professionalism even when faced with resistance.

What You Will Do

The anticipated start date for this position is June 2024. You will be a valued member ofthe PRC and report to the Program Director of the PRC’s Training and Support team;however, you will work collaboratively with other teams and will likely receive guidancefrom and collaborate with other program directors, the PRC director, PRC partners, andother staff members for project-specific tasks. You will be the owner of PRC’sOnline Training Academy which means you will oversee the PRC’s PREA Academy which is a suite of multi-month online courses designed to train and guide learners as they understand and implement various components of the PREA Standards.These courses may include eLearning coursework, both asynchronous and synchronous, readings and assignments, small group discussions, presentations by subject matter experts, and coaching. They encompass both beginner and advanced training topics. You will also contribute to other aspects of the Training and Support portfolio.


Your core responsibilities will be:

  •  Manage staff - You will provide direct supervision of staff who manage the day to day operational and logistical tasks for PREA Academy and ensure the successful delivery of the program.
  • Coordinate Analysis and Quality Improvement – You will oversee the updating, editing, data analysis, and structural changes to the existing PREA academy curricula, which includes working with the PRC’s strategy team to develop effective data collection tools, and analyzing collected data for PREA Academy courses to inform future programs and growth.
  •  Strategic Planning – You will develop a long-term plan for PREA Academytraining, which includes strategic plans to increase course capacity toaccommodate more learners, while timing programs to accommodate thevaried responsibilities of instructors.
  • Coordinate New Course Development – You will oversee the preparationand delivery of new PREA Academy advanced courses (supervising thescope of work, workplan, timeline) - to include curriculum development and/or coordination of curriculum development by subject matter experts; marketing and recruitment; coach and faculty selection, orientation, and training; learner selection; and maintaining up-to-date knowledge of adult learning strategiesand cutting-edge training methodologies.
  •   Develop and Train on PREA Content – You will present material to a widevariety of audiences and contribute to other portfolios at the PRC, such astraining and technical assistance, PREA online learning deliveries, or otheremerging workstreams, which includes providing PREA expertise and assistance to stakeholders external to the PRC. You will work as part of ateam to produce and deliver written training resources, tools, and coursework,including the design and delivery of national webinars, national conferences,asynchronous coursework, and other resources that support trainee growth and engagement.


Education/ Experience Level

Successful candidates applying for a Program Manager position at Impact Justice willhave at least 4 years of professional training/education and/or closely related experienceand at least 4 years of people management experience.

 To qualify at the Senior Program Manager level, a candidate must have advancedPREA expertise, professional knowledge of adult learning needs and techniques, extensive supervision experience, and the ability to work with minimal supervision.

 

Required Qualifications

1.   At least 4 years’ experience developing training plans, writing lesson plans,and independently planning and managing related work.

2.   Strong familiarity with the National PREA Standards requirements for adult and juvenile facilities.

3.   Strong project management and problem-solving skills.

4.   A track record of excellent writing and editing skills with an eye for accuracy; theability to communicate verbally and in writing in a clear, concise, and well-organized manner; relative independence in communication via email or phone.

5.   Ability to complete a variety of tasks in a timely and efficient manner, managing multiple priorities to meet deadlines.


Preferred Qualifications

1.  Experience managing employees and supporting their professional growth.

2.  Strong work ethic and ability to interface among teams, collaborate withinternal and external stakeholders, community partners and agencies.

3.   Knowledgeable about learning management systems, instructional design, and e-learning platforms.


Applying

The starting salary for this position at the Program Manager level is $80,000-$90,000, depending on experience. The starting salary for this position at the Senior Program Manager level is $95,000-110,000, depending on experience. The benefits that come with working at

We strongly prefer that the candidate be located in our Washington, DC office, but will also consider candidates who would be based in Impact Justice’s Oakland or Los Angeles offices. Highly qualified remote candidates will be considered if we are unable to fill this position with a qualified office-based candidate. Office-based employees are currently working hybrid schedules, partly in the office and partly at home.

COVID-19 Vaccination is a condition of employment for all employees (office-based and remote). We require employees to have received all recommendeddoses in the primary series and at least one booster.
